Organization
Kinston Housing Authority (KHA) was established pursuant to the provisions of the “Housing Authority Law” of the State of North Carolina by the City of Kinston on December 4, 1939. The KHA provides quality, affordable housing to the City of Kinston and Lenoir County, North Carolina residents. KHA administers Public Housing and Section 8 Housing Choice Vouchers (HCV) programs funded through the U.S. Department of Housing and Urban Development (HUD).

KHA is committed to providing affordable housing throughout Kinston and Lenoir County and to being good stewards of the public monies entrusted to us.

Position Summary
The Executive Director serves as the Chief Executive Officer of the KHA and works directly with the Board in implementing policies and is primarily responsible for the overall administration, leadership, direction, and management of the day-to-day activities of the KHA. KHA has a budget of $12 million and consists of 641 public housing units, 889 housing choice vouchers, 298 multifamily units, and 6 market-rate units.

The KHA also administers a Family Self-Sufficiency Program.

Qualifications
To successfully perform as an Executive Director of the KHA, the ideal candidate must possess the education and experience, licenses, and certifications listed below. He or she must pass a criminal background and drug screening. Additionally, satisfactory performance of the Primary Duties and Responsibilities is also required. Specific Duties and Responsibilities

  • Directs, plans, and administers KHA operations.
  • Develops and administers administrative policies, procedures, and practices for all KHA activities and functions in accordance with all federal, state, and local laws, regulations, and ordinances and policies and procedures established by the Board.
  • Complies with and follows the Bylaws of KHA and all other corporate governing documents.
  • Supervises and directs KHA personnel. Supervisory duties include instructing, assigning and reviewing work, planning the work of others, maintaining standards, coordinating activities, acting on employee problems, selecting new employees, and making final decisions regarding discipline. Makes final hiring and termination decisions within the KHA.
  • Ensures that the KHA meets standard performer standards as required by HUD, SEMAP, PHAS, etc.
  • Establishes priorities and monitors implementation of objectives for the various departments within the KHA.
  • Serves as Secretary/Treasurer for the KHA. Directs the care and custody of funds of the KHA.
  • Attends Board meetings and serves as an advisor in developing and recommending KHA policies and procedures.
  • Keep the Board apprised of all relevant activities, programs, accomplishments, and areas of concern in KHA operations. Ensures proper and timely action on all matters requiring Board action. Provides recommendations to the Board on all applicable items. Communicates Board decisions to KHA employees.
  • Acts as contracting officer and signs all contracts and other materials requiring immediate action.
  • Acts as liaison between KHA and federal, state, and local governments and with local and national organizations.
  • Administers KHA personnel functions, including employee policy implementation, employee development plans, compensation schedules, etc.
  • Coordinates and executes all public relations activities, ensuring a favorable image of the programs is projected on national, state, and local levels.
  • Develop and implement both short-term and long-range strategic plans for the KHA.
  • Conducts regular staff meetings.
  • Oversees KHA financial and programmatic plans and evaluates their effectiveness on an ongoing basis.
  • Coordinates funding activities and functions.
  • Authorizes payment of KHA bills. Prepares and executes budgets, requisitions and other financial statements as required.
