Overview

Performs difficult technical and supervisory work planning, organizing and directing the work of a division and crews engaged in servicing, maintenance, and repair of automotive equipment at the City’s equipment repair shop.

An employee in this class leads and directs the activities of the Fleet division of the Public Works Department, under the supervision and general direction of the Public Works Director. Employee leads and fosters a culture of employee engagement and communicates clear expectations. Emphasis of the work is on supervising and performing vehicle and equipment acquisitions, maintenance and repair, and ensuring work quality and adherence to established policies and procedures.

Employee is responsible for coordinating work with customers, assigning crews to projects, responding to customer concerns and requests, and inspecting contract work. Work is performed under general supervision and is evaluated on the basis of attainment of individual and divisional goals, accomplishing work objectives within budget limits, promoting a positive work culture, ensuring proactive and responsive customer service, and compliance with safety regulations.

DUTIES

AND RESPONSIBILITIES
  • Plans, schedules and supervises the work of mechanics engaged in the repair and maintenance of municipal automotive equipment.
  • Manages employee on-call and daily work schedules ensuring adequate staffing and coverage.
  • Prepares monthly reports on employee work hours ensuring allocation to applicable departmental budget based on services performed.
  • Diagnoses problems, writes repair orders and supervises and inspects the major repair, overhaul and maintenance of automotive equipment.
  • Participates in the preparation of bid specifications and bid proposal analysis for municipal fleet needs, recommends purchase of new automotive equipment and of shop equipment and supplies, and prepares and reviews specifications for recommended purchases.
  • Oversees and maintains inventory records of spare automotive parts and supplies, identifies when supply orders are needed, prepares monthly reports on inventory usage.
  • Ensures compliance with all state regulations for underground storage tanks; collects and submits regulatory data reports; reviews fuel tank levels and daily fuel usage.
  • Instructs workers in the appropriate safety procedures and enforces their use.
  • Provides guidance and support to departmental staff; enforces strict and consistent adherence to safety practices and work specifications; participates in recruitment, selection, career development, and coaching of staff in coordination with the Public Works Director and Human Resources Director.
  • Ensures proper training of crews in proper work methods and techniques, conducts performance coaching and evaluation, plans training and safety meetings.
  • Prepares and oversees division operating and capital budgets, submits recommendations to the Public Works Director, monitors and approves expenditures.
  • Monitors daily operations to enhance and maintain a high degree of public trust; identifies and influences the implementation of best practices to improve productivity, safety, public image, and to reduce operating costs.
  • Attends staff meetings and communicates frequently with Public Works Director to ensure clear and consistent communication is maintained between staff, contractors, and management.
  • Coordinates with other City departments and outside agencies to achieve departmental goals and improve overall business results.
  • Performs additional duties essential to the Public Works Department and/or City needs, as needed and deemed necessary by management.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the principles and practices of automotive repair shop management.
  • Knowledge of the characteristics and maintenance needs of a wide variety of automotive and mechanical equipment.
  • Knowledge of federal, state, and local laws, codes, regulations, and safety orders pertaining to municipal owned natural gas systems.
  • Knowledge of occupational hazards and safety precautions of large-scale shop operations.
  • Knowledge of gasoline and diesel engines and the repair and maintenance characteristics of a variety of earth moving and other construction and special equipment.
  • Knowledge of the use of department related equipment and materials, policies and fees.
  • Skill in collaborative conflict resolution.
  • Skill and ability to effectively and efficiently manage crew of automotive mechanics including all related supervisory functions involving personnel.
  • Ability to establish and maintain effective working relationships with the public, department heads, governmental officials, City employees, and contractors.
  • Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports.
EDUCATION AND EXPERIENCE
  • Graduation from high school, or possession of General Education Diploma; completion of a recognized vocational school program is highly preferred.
