Neighborhood Services Officer
We’re looking for a Neighborhood Services Officer to enforce City Council‑adopted codes and ordinances. In this role, you’ll help investigate City code violations related to junk and litter, public nuisances, land use, and other violations affecting the health, safety, welfare, and quality of life of the public. This role is responsible for decision‑making requiring discretion, judgment, and familiarity with laws, codes, ordinances, regulations, and standards.
The selected individual is required to perform without direct supervision and to exercise independent judgment in meeting both routine and complex situations. This position reports to the Building Safety & Neighborhood Services Manager.

Qualifications- High‑school diploma or GED with an equivalent combination of education and experience sufficient to perform the essential duties of the position
- A minimum of one (1) year experience in municipal code enforcement or inspection work, or
- Equivalent experience with enforcement of policies, procedures, rules, and/or regulations preferred.
- OR any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work.
College coursework or training in supervisory skills or public relations preferred.
Special Requirements- Possession of a valid Arizona resident driver’s license
- Ability to become TOC level C Certified
- Ability to pass background check
You will work identifying city code and ordinance violations; issue warnings, instructions, and civil citations. Recommend corrective actions and conduct follow‑up inspections to ensure full compliance.
Investigation of Complaints/Reporting (35%)You will conduct field investigations to identify violations of City codes and regulations. Mediate disputes and negotiate compliance solutions with property owners. Research ownership records and case histories to document findings. Maintain detailed inspection files, photographic evidence, and statistical reports using various investigative tools and software.
Court Preparation (10%)You will prepare and present evidence for civil and criminal proceedings, including case histories and photographic documentation. Testify in court and at hearings as a City representative. Attend community meetings to address code violations and quality‑of‑life concerns.
Customer Service & Coordination (15%)You will maintain professional relationships with citizens, civic leaders, and government agencies using high‑level tact and discretion. Interpret codes and regulations for the public and work resourcefully to achieve compliance in hardship cases. Coordinate with city, county, and state departments and negotiate vendor contracts for property clean‑up and demolition.
