POSITION IS FLSA EXEMPT
We’re seeking a Payroll and AP Manager to lead and oversee payroll, accounts payable, and accounts receivable operations within the City of Kingman’s Finance Department. This role combines hands‑on technical expertise with supervisory and strategic responsibilities, ensuring accurate financial processing, regulatory compliance, and continuous improvement of systems and procedures. The position works independently under the broad direction of the Assistant Finance Director.
AboutYou
- Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or a closely related field
- Three to five (3–5) years of experience in governmental or fund accounting, payroll, accounts payable, accounts receivable, or related accounting functions
- At least two (2) years of supervisory experience
- Working knowledge of governmental accounting standards and practices (GFOA, GASB, GAAP)
- Ability to manage confidential financial and payroll information and meet multiple deadlines
- Valid Arizona Driver’s License or ability to obtain within six (6) months of hire
Oversee and assist with payroll processing to ensure accurate timekeeping, payroll calculation, disbursement, and regulatory reporting. Manage payroll liabilities, quarterly and annual reporting (including 941s and W‑2s), and ensure compliance with applicable laws and regulations. Maintain and enhance payroll systems and processes.
Accounts Payable, Accounts Receivable & Tax Functions (40%)Administer citywide accounts payable and accounts receivable operations, approve payments, review invoices and purchase card transactions, and oversee daily deposits. Prepare monthly sales tax reports, process TPT and use tax returns, and complete annual 1099 reporting. Work with departments to streamline AP/AR processes and implement best practices.
Financial Management, Reconciliation & Banking (10%)Manage daily banking activity, review and validate transactions, reconcile payroll and liability accounts, and prepare journal entries.
Leadership, Supervision & Staff Development (15%)Supervise division staff by planning and prioritizing work, ensuring policy compliance, preparing schedules, managing workflow, and supporting employee development and performance management. Handle sensitive personnel matters including hiring, discipline, grievances, and terminations.
Strategic Planning, Systems & Special Projects (5%)Lead and support system and technology improvements and department-wide initiatives. Participate in and oversee special projects, assist with the annual audit, prepare reports and fiscal narratives, and support short‑ and long‑range planning efforts. Serve as a liaison to employees, external organizations, and the public, and keep leadership informed of division activities.
