Overview

CITY OF KINGMAN — BLUE STAKE COORDINATOR, WATER DIVISION - PUBLIC WORKS

We’re seeking a Blue Stake Coordinator to support the City’s water and sewer operations by accurately locating and marking underground utilities to prevent damage and service interruptions. This role performs skilled field work using maps, electronic locating equipment, and records to identify water and sewer lines, valves, meters, and related system components. The position works under the general supervision of the Water Maintenance Operations Supervisor and is subject to on-call status.

You

You are comfortable working independently in the field and exercising judgment when locating underground utilities in active construction areas. You are able to read and interpret maps, blueprints, as-builts, and GIS information and apply that information accurately in real-world conditions. You communicate professionally with contractors, City staff, and others in the field, and you place a strong emphasis on safety, accuracy, and compliance.

  • High school diploma or GED.
  • One to three (1–3) years of experience in water distribution system construction and maintenance, including experience locating underground lines and system components.
  • Ability to perform arithmetic calculations and read and interpret instructions, maps, charts, blueprints, and as-builts.
  • Valid Arizona Water Distribution Operator Grade I certification or ability to obtain within one (1) year of hire.
  • Valid Arizona Driver’s License.
  • Working knowledge of Arizona Blue Stake statutes, water distribution systems, GIS/GPS, and underground utility locating practices.
Responsibilities
  • Utility Locating & Blue Stake Response (45%):
    Respond to requests from contractors, utility companies, City crews, and others to locate and blue stake water and sewer lines, valves, meters, and related components. Review maps, as-builts, GIS data, and engineering drawings, operate electronic detection equipment, and install markers to accurately identify underground utilities.
  • Field Verification, Monitoring & Coordination (25%):
    Meet with contractors, construction inspectors, engineers, and utility representatives in the field. Monitor contractor excavation activities involving City-owned utilities and review damage incidents. Inspect system components, investigate reports of leaks or low water, and maintain familiarity with system expansions and modifications.
  • Records, Documentation & System Updates (20%):
    Prepare and maintain work records, blue stake tickets, work orders, logs, as-builts, and other documentation. Update Blue Stake Program records, verify field information, and notify City departments of corrections or system updates. Use the Arizona Blue Stake database to manage ticket activity.
  • Equipment, Safety & Operational Support (10%):
    Maintain vehicles, tools, and locating equipment in safe working condition. Perform work in accordance with Federal, State, local, and City regulations, including confined space entry, hazardous materials handling, and PPE requirements. Assist field crews and provide support during emergency situations as assigned.
