Description
Responsible for designing, operating, analyzing, and updating traffic control devices and traffic signal systems within the City. Reviews construction plans, including traffic signal design, sign and marking plans for compliance to TMUTCD and city standards and policies. Provides analysis and recommendations for neighborhood mitigation as it relates to traffic control. Responds to citizens concerning various traffic related issues and complaints. Provides professional and specialized traffic engineering support, recommendations, and technical assistance to City Management, City Council, staff, private developers, and outside agencies.

Employee is responsible for the direct supervision of Engineering staff and the Traffic Signal Operations staff in items related to traffic engineering.

Essential Duties- Develop and evaluate signal timing plans and traffic signal systems.
- Assist in the development of projects to TxDOT and other agency standards, including site surveys, feasibility analysis, report writing, schematic design, traffic engineering calculations, corridor studies, transportation and microsimulation modeling, final plans, specifications, cost estimates, and construction oversight.
- Ensure capital improvement projects are designed, constructed, operated, and maintained in accordance with project plans and applicable local, state, and federal guidelines.
- Coordinate with other city departments to review transportation elements for compliance with city, state, federal policies, ordinances, procedures, and TMUTCD standards.
- Respond to citizens and city staff concerning traffic‑related issues and complaints.
- Issue work orders to traffic maintenance staff for installation of traffic signs, pavement markings, and modification/construction of traffic signals.
- Design, review, and approve traffic control plans.
- Use SYNCHRO, VISSIM, and similar traffic modeling software.
- Coordinate with agencies outside the City of Killeen, such as TXDOT and other municipalities.
- Conduct research on assigned topics related to traffic engineering.
- Prepare and review draft or final legal documents and agreements.
- Assist in reviewing and updating the City's construction and design standards; respond to public or other inquiries relative to city code and engineering policies.
- Attend meetings as required.
- Perform other duties as assigned.
