Job Overview

This position serves as a Consolidated DVOP Specialist and LVER Government Operations Consultant II. The incumbent assists in developing service‑delivery strategies for veterans, educates partner staff on current veterans employment initiatives, and facilitates placements to meet the employment needs of eligible veterans and their spouses. The role also collaborates with management to identify improvement processes and develop solutions for the Jobs for Veterans State Grant (JVSG) program.

Responsibilities
  • Creates, develops, and implements local policies and procedures to ensure compliance with JVSG regulations.
  • Provides training to LWDB staff, partners, and other stakeholders on JVSG compliance.
  • Reviews programs, services, forms, and reports used in the JVSG program and collaborates with management to identify improvements.
  • Conducts outreach to employers and advocates with hiring executives to increase veteran employment opportunities.
  • Conducts job‑search workshops, establishes job‑search groups, and participates in career fairs.
  • Works with federal contractors on recruiting veterans.
  • Advocates for hiring disabled veterans and assists all veterans in gaining and retaining employment.
  • Creates and conducts capacity‑building programs for employers and veterans.
  • Facilitates and oversees veteran priority of service requirements regarding employment, training, and placement services.
  • Promotes credentialing and licensing opportunities for veterans.
  • Provides operational oversight for all Career Center staff and conducts regular training on JVSG implementation.
  • Implements program management procedures to ensure services to eligible veterans.
  • Maintains contact with community leaders, employers, unions, training programs, and veterans’ organizations.
  • Advise eligible veterans and spouses of employment and training opportunities.
  • Provides guidance and facilitates training of labor‑exchange services including intake, counseling, and placement.
  • Assists in securing and maintaining current information on veteran employment and training opportunities.
  • Participates in OFCCP audit information requests from federal partners.
  • Consults with state and local officials on JVSG program matters.
  • Consults with federal, state, and local officials on serving eligible persons as a DVOP.
  • Conducts comprehensive assessments and develops individual employment plans for veterans and their spouses.
  • Provides individualized case management, including group counseling, career planning, and short‑term pre‑vocational services.
  • Evaluates and leverages community organizations to mitigate employment barriers.

  • Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and veteran programs and opportunities.
  • Knowledge of laws governing veterans’ preference in employment and workforce services.
  • Knowledge of veterans’ re‑employment rights and entitlement priorities.
