Job Summary

The Cultural Resources Director will provide the full range of supervisory and administrative duties in support of the Cultural and Natural Resources and Environmental programs within the Tribe. The director will effectively advise, direct, support, and manage multiple programs that fall under the Cultural Resources Department consistent with the established goals, objectives, and policies for these programs, including the implementation of the Cultural Resources Strategic Plan Goals and Objectives for the BIA, the Cultural Resources, Natural Resources, EPA Tribal Environmental, Climate Adaptation Plans and all other Agreements and Grant Programs.

The director is responsible for implementing these programs to ensure the attainment of the Department and overall KIC Organizational Goals to meet the Cultural Resources needs of the Ketchikan Indian Community under the guidance of the Deputy Tribal Administrator and the KIC Tribal Council.

Supervises all Cultural Resources Department staff, including evaluation, direction, and discipline/reward. Serves as a vital member of the KIC management team.

Job Duties & Responsibilities
  • Provides community Cultural Resources services and coordinates program activities through multiple annual grant funding requirements. Administrates a plan of operation to determine the time frame, funding limitations, grant requirements, procedures for accomplishing goals & objectives, staffing requirements, and allotment of available resources to various plan stages. These programs will include Natural Resources Management, Environmental Protection, IGAP, Subsistence Management, ANILCA, Sacred and Cultural Site Management, Repatriation of Artifacts, Culture Preservation, and Enhancement of Culture Camp.
  • Monitor activities of Cultural Resources authority personnel to ensure progress on the Cultural Resources Strategic Plan and annual Cultural Resources Plan and Cultural Heritage Plan; responsible for all-natural resource-related activities for the Tribe, including fish and wildlife management, treaty rights protection, salmon recovery, habitat protection and restoration, water resource management, tribal development, and environmental policy analysis and implementation; and support the KIC Tribal Council in preserving and protecting Cultural and Natural Resources in the tribal traditions and customary use area.
  • The director oversees the identification, preservation, and protection of the cultural resources of the Ketchikan Indian Community. The Director will also oversee the Tribes’ cultural programs to protect historic sites, create cultural media, plan community events, and support cultural revitalization.
  • Responsible for maintaining the KIC Cultural Resources department administrative policies, procedures, and plans. Develop policies and plans for programs and services as needed. Monitors the policy review process and interprets policy and procedures for efficient operations.
  • Administers the approved department operating budget by monitoring expenditures and recommending justifiable changes to the Deputy Tribal Administrator Administers. Coordinates with the Deputy Tribal Administrator in the preparation of the annual budget.
  • Maintain a working relationship with the Deputy Tribal Administrator and Tribal Council Our Way of Life Tribal Council Committee and provide regular updates on all pertinent management and development activities of the Cultural Resources department; make recommendations to the Cultural Resources Committee on issues related matters for three program areas – Cultural Heritage, Subsistence/Food Sovereignty, and Natural Resources and Environmental.
