About the role | Ko te mahi neiAs Team Leader – Business Analysis, you’ll provide strategic leadership and active management of the Business Analysis practice, ensuring service delivery creates value and delivers outcomes for digital, organisational, and customer needs.
You’ll lead a team of 12–14 talented professionals, including permanent staff, fixed‑term employees, and contractors.
Your role will also include:
- Driving the use of best‑practice Business Analysis frameworks and continuous improvement initiatives.
- Providing dedicated business analysis resourcing and services to projects and operational teams.
- Coaching and developing your team to foster a high‑performance culture.
- Identifying opportunities to improve digital services, standardise processes, and reduce costs.
- Acting as a thought leader in business analysis, enterprise analysis, and design approaches.
This is a people leadership role, you’ll empower your team, champion collaboration, and ensure the Business Analysis service works seamlessly with other Digital teams and business units.
You’re a natural leader with a collaborative approach. You embrace change and empower teams to succeed in a fast‑paced environment.
You’ll also bring:
- Proven experience as a strong people leader, managing and developing diverse teams.
- A solid background with at least 7 years in leadership and 10 years in Business Analysis, Continuous Improvement, or IT project environments.
- Expertise in process improvement, business support, and change management.
- The ability to match skills to roles and optimise workforce deployment effectively.
- Confidence in leading highly technical individuals and managing multiple vendors.
- Exceptional stakeholder management and relationship‑building skills.
- A proactive, solutions‑focused mindset that thrives in a dynamic, evolving environment.
- Degree in Information Technology or related discipline.
- Business Process Improvement or related qualification (desirable).

- Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
- Salary - The salary band for this position goes from $126,230 to $140,255 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
