Job SummaryThe Environmental Health & Safety Manager is responsible for developing, implementing, and leading all PSM, health, safety, and environmental programs to ensure a safe, compliant, and high-performance culture during play start-up and ongoing operations.
Key Responsibilities I. Plant Readiness (Pre-Startup)Build the entire safety program before the plant goes live.
Program Development & Deployment
- Develop and deploy the full Process Safety Management (PSM) program.
- Build safety systems, procedures, and documentation using UK program examples and ensuring compliance with US regulations and standards.
- Develop all site safety trainings in accordance with industry best practices.
- Implement Job Safety Analyses (JSAs), Safe Systems of Work, and other preventative safety processes.
- Launch and embed the Behavioral Safety Observation Program.
- Design and implement a Find-It / Fix-It program and site-level Safety FMEAs.
- Build emergency response plans, drills, and training materials.
Culture & Readiness.
- Establish expectations for safety culture and lead early-stage coaching.
- Create and run Safety Committee structures and site engagement routines.
- Prepare site teams, contractors, and leadership for startup compliance requirements.
Controls, Governance & Documentation.
- Build and maintain all safety metrics, dashboards, and reporting systems.
- Align site readiness with OSHA, EPA permit conditions, and internal compliance roadmaps.
- Develop all site safety procedures, policies, and audits ahead of commissioning.
- Lead pre-startup risk assessments, PHAs, and gap-closure action plans.
Own day-to-day leadership of safety performance, compliance, and continuous improvement.
Compliance & Daily Safety Leadership.
- Lead daily HSE coaching, mentoring, and shift-level engagement.
- Ensure compliance with OSHA, EPA permits, and all federal, state, and local regulations.
- Conduct regular inspections, JSAs, PHAs, and internal compliance audits.
- Maintain relationships with OSHA, EPA, and regulatory bodies.
Incident, Change & Risk Management.
- Lead all incident investigations, near-miss reviews, and root-cause analysis (5-Whys, fishbone, etc.).
- Drive completion of immediate containment, corrective actions, and long-term improvements.
- Own the Management of Change (MOC) process and oversee hazardous-energy control systems.
Metrics, Reporting & Continuous Improvement
- Track and report leading, lagging, and PSP safety indicators.
- Publish monthly safety performance reports and dashboards.
- Identify gaps, implement improvements, and ensure audit findings are closed.
Training & Contractor Management
- Lead sitewide HSE training, certification, and competency development.
- Approve contractor safety documentation, SSOWs, and high-risk work permits.
- Monitor contractor and visitor safety performance and compliance.
Emergency Preparedness
- Run emergency drills, evaluate performance, and close out improvement areas.
- Maintain site emergency response plans, documentation, and readiness.
Essential
- 10+ years in Safety; 5+ years leading an HSE/Safety function.
- Strong PSM program management experience.
- Expertise in incident investigation, auditing, and safety system development.
Desirable
- Experience in renewable energy, anaerobic digestion, petrochemical, or industrial processing.
- Skilled in behavior-based safety, confined space/working at height, and training delivery.
- Strong Microsoft Excel/Word/PowerPoint capabilities; familiarity with maintenance or MOC systems.
