Talent Manager, HR Manager, Employee Relations

Overview
Job Description:
As the person in charge of human resources in the factory, he is fully responsible for the strategic planning and daily operation of human resources, and supports the efficient operation of the manufacturing team. Proficient in U.S. labor regulations, manufacturing background, good at cross‑cultural communication (bilingual in Chinese and English), and promote employee recruitment, performance management, employee relations and compliance system construction.
As the HR leader of the manufacturing plant, responsible for strategic HR planning and daily operations to support production efficiency. Must be proficient in U.S. labor laws, have manufacturing industry experience, and demonstrate bilingual (English/Mandarin) communication skills to drive recruitment, employee relations, and compliance.
Responsibilities- Human resources strategy
Develop and implement HR strategy in line with plant business objectives, optimize organizational structure and staffing. Analyze labor market trends and develop talent attraction and retention strategies. - Recruitment and configuration
Lead the full cycle recruitment of blue collar, technical and management positions, including job posting, interview, background check and induction arrangement. Work with local community colleges and trade associations to establish a recruitment channel for skilled workers. - Employee Relations and Compliance
Handle employee complaints, disputes and labor law compliance to ensure compliance with the Equal Employment Opportunity Act (EEO), Labor Standards Act (FLSA), Occupational Safety and Health Act (OSHA) and other U.S. regulations. Promote the construction of safety culture, organize safety training and work injury prevention. - Training and development
Design skills improvement plan (such as lean production, equipment operation training), build internal promotion channel. Manage performance evaluation system and coordinate leadership development projects. - Compensation and Benefits
Manage salary structure, overtime policies and benefit plans (e.g. Medicare, 401(k)) to ensure market competitiveness. Conduct regular salary research and make recommendations for adjustments. - Cross-cultural communication
As a bridge between the US and China headquarters and local teams, coordinating policy implementation and cultural integration. - HRIS Management
Maintain HR information systems (e.g. Workday, SAP) to ensure data accuracy and report generation.
- Education background:
Bachelor degree or above, major in human resources, business administration or related. - Experience:
5+ years HR experience in manufacturing, automotive industry preferred; proficient in U.S. federal/state labor law. - Skills:
- Proficiency in English, preferably in Spanish and Chinese.
- Proficient in HRIS, MS Office; strong data analysis and conflict resolution skills.
- Result-oriented, high EQ, adapt to fast‑paced production environment.
- Occasional travel to suppliers or headquarters is required.
- Support flexible working hours to cover production shift requirements.
