The Department of Public Service is hiring three Management Analyst II positions.
Under direction, they are responsible for performing research, analysis, recommendation, and consultation to management on diverse or complex issues and matters having a fiscal or operational impact; performs related duties as required. The positions include:
Director’s OfficeThe Director’s Office Management Analyst II provides department-wide fiscal and administrative support across Asset Management, Technology, Public Relations, HR/Safety, and other central functions. This role manages budgeting, contract development, legislation preparation, accounts payable review, and financial reporting across multiple funds. The position supports major initiatives and department-wide software systems, ensuring fiscal accuracy, procurement compliance, and timely execution of contracts and reporting.
This is a high-visibility role requiring strong analytical skills, attention to detail, and the ability to manage complex, multi-fund environments.
The Infrastructure Management Analyst II oversees fiscal operations for citywide street maintenance, resurfacing, snow and ice control, sweeping, and bridge operations. This position is responsible for budget monitoring, personnel cost review (including snow operations), purchasing and contracting for high-dollar recurring materials (such as salt and aggregates), invoice processing, and financial analysis to ensure compliance with approved funding. The role plays a critical part in maintaining budget control and ensuring timely vendor payments for essential public safety and maintenance operations.
Design& Construction
The Design & Construction Management Analyst II manages financial operations for engineering design, construction, inspections, and permit‑funded activities across multiple funding sources, including capital, grants, permits, and operating funds. Key responsibilities include daily personnel cost tracking, fund transfers, budget preparation and monitoring, contract development, legislation coordination, and financial reporting to other city agencies. This position requires advanced analytical skills and the ability to navigate multi‑fund project structures with accuracy and accountability.

- Researches and analyzes major operational or administrative issues and makes recommendations for resolutions or improvements.
- Analyzes and proposes ways to improve an organization’s productivity, efficiency, or budget.
- Informs management of any situation current or anticipated that may impact budget, operations, or service deliveries.
- Develops and recommends strategies for the implementation of new programs, projects, or policies pertinent to the mission of the department or division; participates in the implementation and/or training processes relating to these programs, projects, or policies.
- Leads major policy and management projects, productivity studies, and operational and legislative reviews.
- Serves as a resource or specialist on fiscal, operational, or other managerial issues affecting the department or division.
- Writes, reviews, and analyzes fiscal or operational policies and procedures to ensure optimal effectiveness and efficiency.
- Prepares financial impact statements; prepares reports of projected revenues and expenditures; identifies problems and recommends corrective actions.
- Conducts financial studies to determine the availability of resources for funding current or new programs, projects, or services.
- Researches, analyzes, and recommends various rate/fee structures and other options to enhance the viability of specific services, programs, or operations.
- Prepares and monitors operating and capital improvement budgets and provides expenditure analyses.
