Community Services & Facilities Manager (Interim Position – 6 to 12 Month Term)

$50.95 /hour to $62.55 /hour (Interim Position – 6 to 12 Month Term) In-Person

Reporting to the CAO, the Community Services & Facilities Manager provides strategic leadership for recreation programs, facilities, and community services. This role oversees planning, operations, budgeting, and policy development for assets such as the Memorial Sports Centre, Museum, Sunny Cove Camp, Townshend Theatre, Sister Kennedy Senior Centre, and Sorting Gap Marina. The Manager ensures services align with municipal goals for healthy, active, and connected communities.

Reporting directly to the Community Services & Facilities Manager are:

  • Aquatics Supervisor

Direction Received:

  • The incumbent reports to the Chief Administrative Officer.

Revenue, Asset and Expenditure Scope:

The incumbent is responsible for planning, monitoring, and allocating resources to ensure recreation programs and facilities are operated efficiently and within approved budget limits.

  • Annual Operating Budget:
    Approximately $1,000,000
  • Annual Capital Expenditures:
    Ranging from $150,000 to $2,000,000
  • Assets Managed:
    Equipment and facility assets valued at $10,000,000+

The incumbent ensures fiscal accountability, supports long‑term asset sustainability, and complies with all municipal financial policies and procedures.

General Responsibilities
  • Develop and implement long-term plans for facility operations, maintenance, energy management strategies, and assess lifecycle needs.
  • Establish and manage performance metrics to evaluate the effectiveness of facility operations, programs and projects.
  • Oversee and assist supervisors in managing daily facility and community services operations.
  • Develop and implement appropriate programs, policies and procedures for all facets of facility and community services operations.
  • Prepare Request for Proposal documents for various functions including renewal, redevelopment and operational services.
  • Monitor process, organize evaluation process and prepare reports of recommendation for Council.
  • Act as the primary point of escalation for complex facility and community services issues and emergencies.
  • Implement and/or ensure compliance with agreements, including but not limited to construction, consultants, service levels, maintenance agreements, service agreements, leases and funding agreements.
  • Develop and manage operating and capital budgets for the Community Services Division.
  • Ensure ongoing lifecycle costing and service delivery needs are being met including the monitoring of all ongoing expenditures.
Strategic Leadership
  • Provide leadership, supervision, and strategic direction to the Recreation, Aquatics and Facilities Units.
  • Manage Community Services initiatives and projects.
  • Lead the implementation of strategic priorities arising from the Recreation Master Plan, aligning departmental initiatives with long-term community needs, service goals, and Council direction.
  • Foster strong partnerships with community groups, service providers, stakeholders, and other levels of government.
  • Develop, mentor, and support staff through effective performance management, coaching, and succession planning.
  • Promote a culture of collaboration, accountability, innovation, and continuous improvement within the department.
  • Lead the development and implementation of departmental work plans, operational strategies, and service delivery models aligned with corporate objectives.
  • Monitor and evaluate team performance to ensure services are delivered efficiently, effectively, and in alignment with policies and community needs.
  • Participate in emergency preparedness and response planning as required.
  • Participate in Asset Management Planning and future needs assessments of assets within the position scope.

Service Delivery
  • Develop and implement short and long-term operational plans that align with Council’s strategic priorities and respond to evolving community needs.
  • Ensure compliance with all relevant legislation, regulations, municipal bylaws, standards, and safety protocols.
