Responsibilities

Executive Leadership & Management

  • Serves as Chief Executive Officer of the District.
  • Provides leadership, direction, and oversight for all District operations, programs, and services.
  • Interviews, makes hiring/dismissal recommendations, supervises, evaluates, disciplines, and develops management, professional, operations, and administrative staff.
  • Establishes a positive organizational culture emphasizing safety, teamwork, accountability, and customer service.
  • Ensures District staff comply with all federal, state, and District safety programs and procedures.

Board Relations & Governance

  • Works closely with the Board of Commissioners to develop and implement short- and long-term goals, policies, and strategic plans.
  • Prepares Board meeting agendas, reports, and recommendations; executes Board decisions and directives.
  • Ensures compliance with the Open Public Meetings Act, public records requirements, and other governance statutes.

Operations & Technical Oversight

  • Assumes full management responsibility for the planning, construction, maintenance, and operation of the District’s water and/or wastewater systems.
  • Ensures regulatory compliance with Washington State Department of Health, Department of Ecology, NPDES permits, and other applicable laws and regulations.
  • Oversees engineering, construction, maintenance, water quality monitoring, and emergency response activities.
  • Ensures staff training and certification requirements are met.

Financial Management

  • Prepares, recommends for Board approval, and administers the annual operating and capital budgets, and setting utility rates.
  • Oversees fiscal management including expenditures, investments, reserves, risk management, and long-term financial planning.
  • Evaluates contracts, interlocal agreements, and joint ventures; negotiates contracts and recommends Board approval.
  • Secures and manages grants, loans, and other funding sources.

Planning, Monitoring & Reporting

  • Develops and implements management systems, best management practices, and performance measures.
  • Provides timely, accurate, and high-quality information to the Board regarding operations, finances, regulatory issues, and future needs.
  • Researches and evaluates legislative, regulatory, and technical issues affecting the District.

Public & Intergovernmental Relations

  • Serves as the District’s primary representative and spokesperson with the public, developers, customers, and other jurisdictions.
  • Acts as liaison to federal, state, and local regulatory agencies.
  • Builds and maintains strong working relationships with elected officials, partner agencies, and professional organizations.
  • Advocates for District interests at the local, regional, and state levels.

Emergency, Risk & Security Management

  • Provides 24-hour executive response during emergencies.
  • Develops and oversees emergency management, security, and risk management programs.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

  • Principles and practices of public administration and utility management.
  • Federal, state, and local laws governing special purpose districts and water/wastewater utilities.
  • Budgeting, financial planning, investment management, and fiscal controls.
  • Water distribution and/or wastewater collection and treatment system operations.
  • Engineering, construction, and project management principles.
  • Human resources management, labor relations, and public sector employment law.
  • Contract negotiation and administration.
  • Safety, emergency management, and risk mitigation practices.

Ability to:

  • Plan, organize, and direct complex utility operations and programs.
  • Communicate effectively, orally and in writing, with technical and non-technical audiences.
  • Build consensus, resolve conflict, and manage sensitive or controversial issues.
  • Establish priorities, delegate effectively, and manage multiple responsibilities.
  • Develop and maintain strong working relationships with the Board, staff, agencies, and the public.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in Public Administration, Business Administration, Engineering, or a closely related field.
  • Minimum of five to seven years of progressively responsible management experience in a public utility, public works, or comparable organization, preferably in water or wastewater services.
  • Experience working with an elected board or similar governing body.

LICENSES & CERTIFICATIONS

  • Valid Washington State Driver’s License with satisfactory driving record.
  • Washington State Department of Health Water Distribution Manager (WDM2) certification or ability to obtain within 18 months.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Work is performed in an office environment and in the field with occasional travel to meetings, facilities, and project sites. Attendance at evening meetings may be required. The position is subject to 24-hour on-call response during emergencies.

Light to medium work, including exerting up to 20–30 pounds of force occasionally and performing repetitive motions such as sitting, standing, walking, and computer use.
