About the Role

UPS Industrial Services is currently seeking an experienced Senior Project Manager to join our safety conscious team. The Senior Offshore TAR Project Manager is accountable for end-to-end delivery of offshore Turnarounds (TARs), from FEL and execution readiness through offshore execution and closeout. This role provides single-point accountability for safety, schedule certainty, cost control, and quality during high-risk, schedule-driven outage windows. The position requires disciplined planning, strong offshore leadership presence, and tight integration with Client Operations to ensure safe, predictable, and on-time return to service.

Key Responsibilities
  • Own full TAR delivery accountability: scope, cost, schedule, quality, and risk.
  • Lead TAR governance, execution readiness reviews, and performance reporting.
  • Coordinate across Operations, Maintenance, Engineering, QA/QC, Logistics, and Contractors.
Execution Readiness (Pre-TAR)
  • Lead FEL participation and execution readiness development.
  • Validate scope definition, work packs, estimates, and execution strategy.
  • Ensure engineering completeness, material availability, tool readiness, and manpower planning.
  • Build TAR execution plans, SIMOPS plans, lift plans, and contingency strategies.
  • Confirm all personnel qualifications, certifications, and offshore readiness align with Client requirements.
Offshore TAR Execution
  • Direct offshore TAR execution to meet critical path milestones and return-to-service targets.
  • Coordinate closely with OIMs, TAR Managers, Construction Managers, and Client Reps.
  • Enforce COW, PTW, isolations, and SIMOPS discipline.
  • Maintain schedule integrity through real-time decision-making and issue resolution.
  • Exercise stop-work authority when conditions compromise safety or compliance.
Schedule & Critical Path Management
  • Own the integrated TAR schedule and daily execution tracking.
  • Drive daily plan-of-the-day, look-ahead planning, and recovery actions.
  • Identify and mitigate risks to the critical path including weather, logistics, manpower, and SIMOPS conflicts.
  • Ensure rapid escalation and resolution of execution constraints.
Cost & Commercial Control
  • Maintain TAR cost discipline during compressed execution windows.
  • Track daily costs, manage change events, and protect approved budgets.
  • Review and approve T&M tickets, progress billing, and change orders.
  • Support claims, variations, and final reconciliation post-TAR.
Quality & Technical Assurance
  • Ensure TAR execution complies with approved drawings, specifications, ITPs, and Client quality standards.
  • Oversee QA/QC, NDE coordination, punch list management, and mechanical completion.
  • Ensure system handover, commissioning support, and documentation completeness.
  • Prevent rework that jeopardizes schedule or start-up integrity.
Logistics & Resource Management
  • Oversee all TAR logistics including marine vessels, aviation, material flow, and equipment staging.
  • Manage peak POB, rotations, bed space, and workforce sequencing.
  • Ensure right resources are mobilized at the right time to protect the critical path.
  • Coordinate rapid demobilization following outage completion.
Required Qualifications
  • Bachelor’s degree in engineering, Construction Management, or related discipline.
  • 15+ years offshore oil & gas experience with direct TAR leadership responsibility.
  • Proven track record delivering offshore TARs or major outages safely and on schedule.
  • Strong working knowledge of OMS, COW, and TAR execution models.
  • Demonstrated leadership in high-risk, high-POB offshore environments.
  • Some travel may be required
