QUALIFICATIONS:
  • College hours, high school diploma or GED (required); bachelor's degree (preferred)
  • Two (2) years school district experience with high school diploma/GED or one (1) year school district purchasing experience with a bachelor's degree (preferred)
  • Professional certification (preferred)
  • Working knowledge of applicable Texas governmental purchasing laws and regulations
  • Self-starter/motivated, organized, and detail-oriented
  • Excellent written and verbal communication, public relations and organizational skills
  • Ability to maintain confidentiality of work-related information and materials
  • Above average word processing and spreadsheet skills
PRIMARY PURPOSE:

Assist the Purchasing Department with complex projects and daily purchasing-related functions and responsibilities in sourcing, vendor management, and contracting. Serve as representative of the department when conducting and attending purchasing-related discussions and meetings.

MAJOR DUTIES AND RESPONSIBILITIES:
  • Thorough knowledge of federal, state, and local laws and regulations with respect to public procurement.
  • Through knowledge of Katy ISD board policies and procedures related to purchasing.
  • Lead complex procurement projects from cradle-to-grave, include pre-award and post-award activities.
  • Through knowledge and application of RFP, CSP, RFQ, ITB/IFB, quote, and Cooperatives purchases related to EDGAR, ARM and FEMA Compliant.
  • Recommend and address updates and changes to the written purchasing policies and procedures as required.
  • Coach, train, and mentor less experienced staff on purchasing processes and procedures, and applicable software; also, act as resources to the purchasing department.
  • Expert in managing the assigned commodities.
  • Review requisitions ensuring best value is provided to the district including but not limited to confirming commodity code(s) for accuracy, analyzing, obtaining quotes, negotiating price, and issuing purchase orders to awarded suppliers.
  • Analyze, forecast, and monitor district product and service usages by aggregate spend/commodities.
  • Serve as department advisor on purchasing procedures for acquiring goods and services that meet the procurement laws and regulations.
  • Off-site visits and meetings as required by the department.
  • Create and develop training materials and presentation on purchasing policies, processes and procedures for the district.
  • Advanced software/application skills in operating Windows applications - Microsoft Word, Excel, Zoom, Teams, and word processing, spreadsheets, etc.
  • Prepare Board agenda items as required.
  • Frequent update, monitor, and maintain consistently accurate and applicable solicitation and contract records in the centralized purchasing share drive.
  • Maintain up to date, consistently accurate, and well-organized purchasing documents and follow the record retention schedule for disposal and archive.
  • Assist with interdepartmental project management and coordination of special projects including but not limited to Furniture Fixtures & Equipment (FF&E), facilities construction and renovation projects, etc., including monitoring and communicating budget limits and/or restrictions.
  • Promptly resolve vendor issue(s) concerning performance, deliverables, and contract as arises and required.
  • Meet and communicate with the supplier communities and representatives for product engagement to foster competitive value and increase product and service selections to the district.
  • Attend meetings, trade shows, and conferences to learn about new industry trends and make contacts with suppliers.
  • Must have sense of urgency and be proactive.
  • Works in flexible schedule and quickly adapts to change in priority as requested.
  • Regular and reliable attendance is an essential job function.

    Personal computer, printer, copier/scanner, calculator

    • Mental demands:
      Work with frequent interruptions; maintain emotional control under stress; prolonged hours in front of computer.
    • Physical demands: lifting, carrying, using, pulling 20 lbs. may be required when samples and/or other items are requested.
    • Environment: indoors with occasional outdoor environment.
    • Attendance: regular and punctual attendance is required.
