Management and Program Analyst

Responsibilities

• Conduct complex workforce management program to assess productivity, effectiveness, and efficiency, and recommend or negotiate substantive program changes.
• Manage and evaluate the Performance Management Program, including developing and analyzing appraisal data, ensuring compliance, preparing senior‑level reports, and overseeing performance administration for serviced offices.
• Develop and analyze awards data, formulate and reallocate award budgets, provide policy guidance, evaluate program effectiveness, and oversee awards for both bargaining and non‑bargaining units.
• Serve as a liaison on labor‑ and personnel‑related matters (e.g., complaints, grievances, arbitrations, reasonable accommodations), coordinate with Labor and Employee Relations, EEO, and legal counsel, and use the collective bargaining agreement to address workforce issues.
• Oversee the Workers’ Compensation Program, including advising employees on benefits, reviewing and validating claims, analyzing trends, coordinating with the Department of Labor and HR, and assisting management with return‑to‑work and related decisions involving sensitive employee information.

• U.S. Citizenship required.
• Male applicants born after 12/31/1959 must be registered with Selective Service.
• Primary U.S. residency for at least three of the last five years.
