Salary

$120,000 - $135,000 per year (based on experience)

Responsibilities
  • Serves as technical expert and advisor for control of civil and structural systems and related steel and welding features for federal construction projects.
  • Performs advisory, consulting, and review duties involving civil/structural systems problems or non‑compliance.
  • Reviews contract documents, including plans and specifications, for constructability, non‑compliance, issue identification, and contract clarity.
  • Participates in all phases of the contract modification process, assisting in preparation of scopes of work for RFPs, government estimates, contractor proposal reviews, and contract modification documentation.
  • Assists with steel and welding inspections, quality assurance, contract administration, and provides technical expertise.
  • Documents reviews and analyzes contractor plans and technical submittals for approval action, including progress schedules, environmental, safety, and quality control programs, certifications, and shop drawings.
  • Prepares correspondence regarding contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical issues.
  • Prepares both partial and final payment estimates, measuring and computing pay item quantities, verifying materials on hand, and assessing percent complete for lump sum items.
  • Provides steel and steel connection experience, weld design and compliance review, non‑destructive inspection (NDI) experience, and AISC certification.
  • Monitors and documents scheduled progress of all construction activities and advises the Resident Engineer, COR, and project team of potential slippage or delay.
  • Executes RFI and submittal reviews, coordinating with designers, the Resident Engineer, and technical experts, and prepares responses to the contractor.
  • Review and provide technical assistance with HEMP shielding, Radio Frequency (RF) shielding, and ICD‑705 construction requirements.
  • Logs and maintains data to assist with project management and decision making.
Education/Experience
  • Bachelor's Degree in Engineering, preferably Structural Engineering.
  • Current Professional Engineer license within the State of Wyoming.
  • Minimum of 10 years as a structural engineer on large, complex, multimillion‑dollar federal construction projects (preferably USACE and/or Department of Defense).
  • Experience with non‑destructive inspection (NDI) and AISC certification.
  • Experience with RF shielding and ICD‑705 construction requirements.
  • Knowledge of High Altitude Electromagnetic Pulse (HEMP) design and construction requirements is preferred.
