Cybersecurity, IT Project Manager
Lead and build a U.S.
-based IT organization supporting the San Diego and North Carolina sites, ensuring robust data security, privacy compliance, and regulatory alignment. Oversee enterprise IT infrastructure, cloud platforms (AWS/Azure), NGS systems, laboratory technology support, data management, and cybersecurity governance. Establish and maintain clear operational and administrative separation between U.S./EU and China IT environments to safeguard data integrity and compliance.
- Oversee daily IT operations for San Diego and North Carolina sites including user support, incident management, and service delivery
- Manage cloud infrastructure: AWS (EC2, S3, RDS, Lambda, IAM) and Azure (VMs, Storage, AD, Monitor)
- Maintain on-premises data center, NGS infrastructure, bioinformatics systems, servers, storage, and network equipment
- Support laboratory equipment connectivity, scientific software, and instrument data management
- Implement data backup, recovery, encryption, and access controls; maintain retention policies
- Ensure EO14117 compliance: IAM policies, privileged access management, China/US separation, network segmentation
- Conduct security assessments, maintain audit readiness, and respond to incidents
- Build and manage US IT team; provide mentorship and performance management
- Manage vendor relationships, contracts, and IT operations budget
- Bachelor’s degree in Computer Science, Information Technology, or a related field required
- 7+ years of progressive experience in IT operations management
- 3+ years of hands-on experience managing cloud environments (AWS and/or Azure)
- 1+ year of people leadership experience, including team development and oversight
- Experience operating within regulated industries and U.S. government compliance frameworks (e.g., EO 14117, FedRAMP, or similar)
- 10-20% travel between sites; on-call availability (24/7)
- Strong communication skills; ability to explain technical concepts to non-technical stakeholders
This position requires U.S. Citizenship or U.S. Permanent Residency (Green Card) due to compliance with Executive Order 14117 and applicable U.S. government data security regulations.
