Position: District Educational Specialist II - Kailua-Kalaheo Complex Area, 606209 (2026-00386)
Description

Applicants may be educational officers, teachers and other qualified individuals

Type of appointment issued: this position is included in the educational officers' bargaining unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.

Examples of duties

Under the general supervision of the complex area superintendent of the kailua-kalaheo complex area, the district educational specialist ii:

1. Coordinate and oversee the ca's clsd subgrant by attending monthly professional collaboration sessions and working closely on the budget with the clsd state grant coordinator and the ca business manager to monitor school spending and the ca's overall clsd budget. This work includes helping schools refine and enact their literacy action plans and budgets, as well as monitoring all ca clsd expenditures to ensure they meet federal guidelines and are aligned to the clsd literacy action plans.

2. Support school-level clsd coaches in their work that includes coaching cycles, demonstrating effective literacy instruction in classrooms, and showcasing best practices. Partner with the coaches as needed to increase the effectiveness of their work with classroom teachers. Lead and support regular complex-level meetings focused on supporting multi-tiered systems of support for reading (mtss-r).

3. Communicate and collaborate regularly with school leadership teams to monitor and report on school-wide progress on the school's literacy action plan and its annual mtss-r self assessment.

4. Participate in professional learning focused on effective instructional coaching and practices. Work with school-level coaches and ca leadership team to conduct focused classroom walkthroughs to gather data, identify trends, and determine next steps. Support data disaggregation, analysis, and discussion to inform instructional decisions.

5. Provide technical assistance and organize activities to prepare schools for annual monitoring and possible federal audit visits. Coordinate with the state clsd grant coordinator on all federal reporting requirements, including the management and collection of school-level improvement data and annual reports.

6. Performs other related duties as assigned.

Minimum qualifications

Education:

graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.

Experience:

six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Desired experience: school or complex level administrator, educational specialist, and/or curriculum coach, including supervisory work experience in literacy education program design, implementation, and monitoring.

Combined education and experience: an equivalent combination of education and experience may be acceptable, as determined by the department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: foundations of curriculum and instruction; instructional media and computers; foundations of american education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.

Desired knowledge: learning management systems; structured literacy approach to teaching reading; high-quality reading curriculum; school and complex level organizational and budget systems; data-based decision making within a mtss framework.

Ability to: provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.

Desired ability to: work effectively with state, departmental, and other officials to accomplish program goals and operational requirements; maintain awareness of developments in curriculum or program areas; problem-solving, action-oriented, and impact-focused growth mindset; leadership in various effective models of virtual learning, including coaching and/or professional development for teachers; systems and design thinking; innovative family and engagement strategies; partnership development with business and community agencies.

Supplemental information

Salary range: eosr-7, $113,660 to $160,893.
