Position: MANAGER, COMMUNICATIONS

The First Nations Tax Commission (FNTC) is seeking a Manager, Communications to lead and deliver strategic communications that advance the FNTC’s vision, mandate, and priorities. This role plays a central part in translating complex policy and technical work into clear, accessible, and impactful communications for diverse audiences.

Working collaboratively across business lines and with external partners, the Manager ensures communications are aligned, high-quality, and consistent with FNTC’s Communications Strategy, brand standards, and governance requirements. This is a hands-on technical leadership role that blends planning with direct content development and team mentorship.

ABOUT US

The FNTC is a national and growing First Nations-led institution established under the First Nations Fiscal Management Act (FMA). Our vision is to support and expand First Nation revenue streams to grow economies on First Nation lands, and thereby support healthy, vibrant and sustainable First Nation communities.

Our main office is located on the traditional territory of the Tk’emlúps te Secwe̓pemc, in Kamloops, BC, with a secondary office in Ottawa, ON.

Execute Strategic Communications and Content Development

  • Gather, synthesize, and translate complex policy and technical information into clear, plain-language and impact-driven communications.
  • Lead and directly contribute to the development of major written products, including reports, briefing notes, presentations, publications, and digital
  • Support subject matter experts in organizing, structuring, and communicating technical information for diverse audiences.
  • Provide technical leadership, editorial oversight, and quality assurance to ensure accuracy, clarity, tone, and consistency across all communications outputs.

Plan and Deliver Communications Services

  • In collaboration with the Executive Director, plan and coordinate communications initiatives aligned with operational priorities and special initiatives.
  • Identify and research appropriate communications methods, tools, and formats to effectively reach target audiences.
  • Maintain communications workplans, schedules, and workflows to ensure timely and coordinated delivery of communication materials.
  • Develop and maintain communications templates, standards, and resource libraries to support consistency and efficiency.
  • Provide communications support for meetings, conferences, trade shows, and events, including attending or delegating attendance as required.

Manage Publications and Digital Platforms

  • Oversee the management and maintenance of the FNTC website and digital platforms to ensure content is accurate, current, accessible, brand-aligned, and available in both official languages.
  • Coordinate the preparation and distribution of Clearing the Path, Annual Reports, and Annual General Meeting presentation materials.
  • Produce multi-media materials and public information products, liaising with external contractors and partners, as required.

Support Governance and Compliance

  • Research and prepare summaries and briefings on media issues affecting the FNTC mandate and operating environment.
  • Ensure all communications materials comply with the Official Languages Act and FNTC policies.
  • Develop, implement, and maintain communications-related policies, procedures, and service standards.
  • In collaboration with the Executive Director, develop, manage, and monitor communications contracts and agreements, including obtaining quotes, reviewing proposals, negotiating deliverables, and monitoring quality and timelines.

Lead and Build Capacity

  • Lead, mentor, and support the Communications

WHAT YOU BRING

Education and Experience:
  • A University degree in Communications, Journalism, Marketing, or a related
  • Minimum 7 years of progressively responsible experience in strategic communications, preferably as a specialist or manager level in a government, or public-interest environment.
