Job Summary

The Director of Transportation is responsible for managing, coordinating, supervising, and evaluating all aspects of transportation and fleet management services for Petersburg City Public Schools. In addition to performing the technical and administrative management of the school divisions' transportation department, the Director of Transportation ensures that each student is transported safely, efficiently to and from school on a daily basis. The Director of Transportation supervises, evaluates, and supports the daily activities and work performance of transportation personnel including front office staff, fleet mechanics, and all drivers.

The Director of Transportation reports directly to the Assistant Superintendent of Student Services.

Essential Job Functions
  • Lead, train, motivate, and listen to department staff and provide guidance, direction, consultation, and assistance as needed.
  • Foster a working climate/culture that balances accountability with an environment that is collaborative, productive, efficient, and an overall positive place to work.
  • Implements Board of Education policies and administrative implemental procedures concerning pupil transportation services.
  • Direct office personnel in the planning of bus routes, schedules, and stops to comply with policies provided by the Petersburg City Public School Board, Virginia Department of Education, and Virginia State Police.
  • Provide top-tier customer service and serve as a point of contact for customers, building relationships while also addressing complaints in a fair, consistent, and timely manner.
  • Evaluate school bus stop requests, and make recommendations that promote safety and efficiency.
  • Develops policies and administrative regulations for Board consideration in regard to hazardous walking areas and the pupil transportation department.
  • Effectively work with school division staff, parents or care providers, Special Education Department staff, Health Services staff, and McKinney-Vento staff, if necessary, and contractors to accommodate special needs of students, including students with severe and moderate medical needs.
  • Effectively monitor the transportation budget to ensure funds are properly utilized and implement organizational objectives as articulated by policies and by management.
  • Manage databases that detail transport activities, payroll and financial accounting, employee schedules and personnel records.
  • Be proactive with efforts related to retention, recruitment, and training functions necessary to build and maintain a top-tier workforce.
  • Fairly and consistently make recommendations on employment, transfer, promotion, and release of employees.
  • Researches new and innovative ways to provide transportation services to improve student safety and transportation efficiency.
  • Strive for the advancement of the use of technology to increase efficiency in the delivery of services of student transportation.
  • Approve, coordinate, initiate, and supervise a bus driver training program that addresses the needs of personnel in the department as it relates to transportation.
  • Train staff on department policies and procedures, and share information about new laws or technological advances with transportation personnel.
  • Lead the department in the use of GPS, video, VHF radios, and other electronic media to track student ridership and improve efficiency.
  • Supervise employee performance, allocating driver assignments, ensuring compliance with safety standards, and maintaining all vehicles in top working order.
  • Establishes performance standards and supervises operational care, servicing, and maintenance of all vehicles within the department. Conducts meetings with drivers, parents, and school officials including athletic director meetings, safety meetings, and staff meetings with office personnel.
  • Develop and maintain open and clear lines of communication with various school and city departments, organizations, and the public.
  • Complete product/vendor procurement as needed and prepare bid specifications for purchasing authority.
  • Be available to monitor weather/road conditions and confer with various representatives in conjunction with the Assistant Superintendent of Student Services and Petersburg City Officials to aid with making decisions on school closures and delays.
  • Determine vehicle replacement intervals and monitor overall compliance with local, state, and federal requirements related to the safe operation, preventative maintenance, and specifications for the school division fleet.
  • Perform all other Transportation Department-related duties as assigned.
Minimum Qualifications
  • Education:

    Bachelor's degree in Transportation, Urban Planning, Logistics Management, or Public and/or Education Administration.
