Director, Law & By-Law Review THE OPPORTUNITY
The First Nations Tax Commission (FNTC) is seeking a Director, Law and By-Law Review to oversee the leadership, advancement, and delivery of the First Nations Tax Commission’s law and by-law review functions.
Acting as a trusted technical advisor, the Director ensures First Nation laws and by-laws are reviewed, registered, and administered in a manner that is legally sound, consistent, and aligned with the First Nations Fiscal Management Act (FMA) and the FNTC’s established frameworks. The role supports informed decision-making by First Nations, Commissioners, and staff through high-quality technical guidance and operational excellence.
The Director is hands‑on, providing leadership on complex law review matters while remaining closely engaged in operational delivery, stakeholder support, and the continuous improvement of law review processes. The Director contributes to corporate initiatives, special projects, and cross‑functional work that intersects with law and by‑law review, registry operations, and broader capacity development initiatives to advance the FNTC’s priorities.

WHAT YOU’LL DOOversee Law and By‑Law Review Functions
- Lead the review of First Nation laws and by-laws enacted under the FMA and section 83 of the Indian Act, ensuring consistency with legislative requirements and Commission standards.
- Assign and manage law review caseloads to ensure timely, high‑quality, and consistent outcomes.
- Develop, maintain, and apply law review procedures, templates, and technical guidance aligned with statutory and operational requirements.
- Coordinate responses to First Nation and stakeholder inquiries related to law and by‑law development and review.
- Provide technical analysis and recommendations to support Commission consideration and decisions on law review matters.
Provide Technical Advisory and Operational Oversight
- Serve as a credible and trusted technical advisor on FMA law and by‑law requirements for First Nations, Commissioners, staff, and external stakeholders.
- Provide technical and procedural guidance to First Nations drafting or revising FMA laws and by‑laws.
- Work collaboratively with the Capacity Development business line to support First Nations understanding on the purpose and application of FMA and section 83 laws and by‑laws.
- Engage with First Nations, taxpayers, and government representatives on law review matters as required.
- Escalate complex, high‑risk, or precedent‑setting issues to the Executive Director, Legal & Policy Services.
Lead and Manage the Team
- Provide leadership and coaching to the Law and By‑Law Review team, ensuring work is coordinated, standards are upheld, and team capacity continues to develop.
- Foster a high‑performance, accountable, and collaborative team culture aligned with organizational values and expectations.
- Ensure compliance with human resources policies, workplace standards, and professional conduct requirements.
- Participate in FNTC working groups, corporate initiatives, and interdepartmental projects to support broader organizational goals.
- Support the Executive Director, Legal & Policy Services with briefings, Commission materials, and reporting related to law review functions.
- Contribute to annual reporting and operational updates related to law and by‑law review activities.
Education and Experience
- Degree in Law (LLB/JD) or a related field.
- Minimum 10 years of related experience in legislation, regulatory, or law review functions.
- A combination of education and experience may be considered.
- Demonstrated understanding of Indigenous governance, taxation, and fiscal issues, with knowledge of the FNTC’s mandate an asset.
