Position: Driver License Examiner I - SR-16

Overview

Administers written and visual acuity tests and conducts road performance tests to determine applicant's eligibility for driver's license; scores written and visual acuity tests and issues and collects fees for driver license and instruction permits; and performs other related duties as required. This level is distinguished by its responsibility for administering and scoring written and visual acuity tests and conducting road performance tests involving applicants for Type 1, 2, and 3 driver licenses.

There is one immediate permanent full-time vacancy with the Department of Finance - Vehicle Registration & Licensing Division in Kailua-Kona.

Special Working Conditions: Working condition is considered hazardous due to the fact that a major portion of work hours is spent in road testing driver license applicants.

Responsibilities
  • Issues driver license application forms to applicants.
  • Reviews driver license application forms; reviews documents such as power of attorney, birth certificate, court orders, medical evaluations, and traffic abstracts to determine whether applicant meets requirements for licensure.
  • Issues written test forms to applicants and instructs applicants on test procedures; monitors testing; scores written tests and informs applicants of their scores; answers questions applicants may have.
  • Administers vision, hearing, and road sign interpretation tests to applicants who pass written tests.
  • Maintains applicant data in appropriate logs.
  • Issues learner's permit to applicants passing the written, hearing, vision, and road sign interpretation tests; collects fees for the permit.
  • Explains to applicants the procedures and requirements for a road test and the ensuing driving course; conducts pre-trip inspection test to check the mechanical knowledge of the applicant and/or to check the vehicle to ensure that it is in safe operating condition; conducts basic control skills and road tests; passes or fails applicants according to driving skills demonstrated.
  • Explains to applicants who fail road test the reasons for failure and instructs applicants on ways to improve driving skills, and procedures to follow for another road test.
  • Issues driver license to applicants who attain passing scores for the various tests.
  • Administers oath to applicants attesting to the truth of applications.
  • Fingerprints applicants.
  • Checks all applicants to determine whether they qualify for a Hawai‘i license; conducts computer inquiries through national driver registers, e.g., Problem Driver Pointer System (PDPS) and Commercial Driver License Information System (CDLIS).
  • Assists applicants who are unable to understand the tests; conducts oral examinations for applicants unable to read or write.
  • Collects all monies received for each type of license issued and tallies each day’s receipts.
  • May supervise and participate in driver licensing activities at a sub-station involving applicants for Categories 1 through 3 driver licenses; instructs subordinates in office procedures, report preparation, and methods of driver license examining; answers licensing inquiries and complaints.
  • Performs other related duties as assigned.
Training and Experience

A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • two (2) years of supervisory, inspectional, driver training instructional, regulatory, or related experience which shall have included
  • some public contact explaining rules and regulations, and
  • possession of a good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding. A current traffic abstract is valid for 30 days from date of issuance by the district court. (You will be required to submit your current traffic abstract at time of the job interview), and
  • possession of a valid State of Hawai‘i Driver License (Class
    3) or any other valid comparable driver license for three (3) years immediately preceding appointment at time of filing. (You will be required to submit your valid driver s license at time of hire), and
