Position: Liquor Control Investigator I - SR-16

Overview

Inspects premises where intoxicating liquors are manufactured, sold, and/or consumed and enforces applicable State and local liquor laws and regulations; investigates apparent or suspected liquor law violations and prepares reports on findings; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Liquor Control - Enforcement Division in Kailua-Kona. May be eligible to receive a $5,000 Recruitment Incentive. Conditions apply.

This Liquor Control Investigator I position is a career ladder position. The permanent class of work is Liquor Control Investigator II, SR-18, $4,742/month. Persons hired into career ladder positions must meet minimum qualification requirements for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Responsibilities
  • Conducts periodic inspections of licensed liquor establishments and enforces State liquor laws and the regulations of the Hawai`i Liquor Commission.
  • Observes and ascertains whether licensees are complying with terms and conditions of their respective licenses.
  • Checks for liquor law violations such as serving liquor to minors, to persons at the time under the influence of liquor, and to persons known by the licensee to be addicted to the excessive use of liquor.
  • Checks on the sale, service, or consumption of liquor on or within any licensed premises before or after hours established by the Liquor Commission, the sale or offer of sale of a drink which contains less than one fluid ounce of liquor, employees consuming liquor while on duty or any other misconduct of employees, the "stacking" of liquor for consumption by patrons, the possession of liquor by a licensee other than that authorized by the license, the selling or serving of liquor by the licensee or his employees outside of the licensed premises, etc.
  • Checks entertainment in licensed premises to see that the conditions of the entertainment permits are carried out, and that amusement devices or equipment on premises are properly licensed.
  • Boards vessels in port and checks for compliance with liquor laws and regulations.
  • Initiates and conducts investigations of apparent or suspected liquor violations which may involve the examination of business records and books, the interviewing of witnesses and principal parties, and the seizure of physical evidence.
  • Prepares reports on findings and cites pertinent provisions of laws or regulations violated.
  • May operate as member of a team on special assignments such as stakeouts, surveillance of trouble spots, and similar occasions where two or more positions have to be deployed.
  • Serves subpoenas to witnesses and testifies before the Liquor Control Adjudication Board or in court.
  • Resolves minor discrepancies with licensees and interprets and explains applicable liquor laws and regulations to licensees and other interested persons.
  • Prepares and submits activity reports of work tours.
  • Performs other related duties as assigned.
Training and Experience

A combination of education and experience substantially equivalent to:

  • Graduation from high school, and
  • Two (2) years of inspectional or investigative work experience relating to the enforcement of laws, ordinances, and/or regulations, and
  • Possession of a valid State of Hawai`i driver's license (Class
    3) or a valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire).
Examination

All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.
