Accounting Assistant, Bookkeeper/ Accounting Clerk
The City of Bloomington is seeking a highly organized and detail-oriented individual to support payroll activities and maintain accurate department and division records

- Monitors FMLA and PERA eligibility and reporting
- Calculates union contract adjustments and process retroactive pay corrections
- Assists with reconciling MN Paid Leave, ensuring accurate payroll coding and preventing over payments; develop improved processes and training materials.
- Prepares and submits PERA Annual Leave Report including MN Unpaid Leave reporting.
- Completes employment, unemployment, child support, and wage history verifications.
- Coordinates Workers’ Compensation reporting and annual audit preparation.
- Reconciles and processes monthly benefit invoices; communicate payroll changes and enrollment updates.
- Audits and reconciles medical, dental, and life insurance deductions for accuracy, including year-end changes.
- Researches and implements new payroll compliance requirements
- Creates and manages payroll batches from external systems
- Generates payroll reports; investigates discrepancies and prepares adjustment batches.
- Submits required payroll payments and contribution files and serves as backup support.
- Assists with year-end payroll processes
- Processes miscellaneous HR-related payroll items. Reports any events of non-compliance with City policies and procedures
- Maintains necessary records, including filing various back-up documents and other miscellaneous materials
- Assists overall with payroll processing and reporting as necessary
- Performs other duties and responsibilities as apparent or assigned
- Excellent problem solving and analytical skills
- Extremely detail oriented with strong follow-up skills
- Good mathematical aptitude and organizational skills
- Proficient in Microsoft Office Suite, including advanced Excel functionality
- Ability to communicate effectively, both orally and in writing
- Ability to prioritize and solve problems with little direct supervision
- Ability to complete work assignments in a thorough, accurate and timely manner
- Ability to maintain effective working relationships with the public and City employees
- Ability to keep supervisor informed of work-flow issues
- Two-year college degree in Accounting or Business or in lieu of degree, a current City of Bloomington employee with eight years related experience
- Two years of office experience
- One year customer service work experience
- One year experience, within last three years, working with financial accounting software
- Proficiency with using Microsoft Office applications, particularly Excel
- Experience assisting with payroll processing, reporting, or reconciliation activities
- Knowledge of payroll laws and regulations
- Experience or knowledge of governmental accounting principles and practices.
- Experience using Tyler ERP or similar ERP systems
- Experience extracting data from software systems.
This position does not supervise others.
Anticipated Hiring Range: $31.87 – $3 4.47
Hourly
2026 Full Salary Range: $31.87 – $43.62 Hourly
