* Provide high-level, specialized accounting, financial management, and fund accounting services in support of the Rural Health Transformation Fund
* Oversee federal accounting, recording, and reporting functions, including the submission of federally mandated reports
* Ensure compliance with state and federal accounting and reporting requirements
* Provide complex financial analysis, fund accounting, compliance, and internal control for a major federal grant program
* Ensure the integrity of financial reporting
* Work closely with project coordinators, the Administrative Operations Manager, and federal partners to administer program funds and adjust budgets as program needs evolve
* Conduct ongoing reconciliation and cash flow analysis between the state's IRIS system and a dedicated account.

* ** Accounting:
** Knowledge of traditional accounting practices, including accrual, obligations, and cost methods.
* ** Financial Analysis:
** Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
