Purpose of Classification:
Manages the Engineering Services Division of the Transportation & Development Department. Work involves planning, managing, and overseeing engineering projects, operations, maintenance, and services. Allocates resources; supervises staff; recommends operating policies and procedures; ensures programs, completed projects, and services comply with appropriate standards and relevant project specifications and regulations; prepares reports on department accomplishments, projects in progress, and projected needs. Work involves independent decisions and judgment while performing a variety of functions essential to the daily operation of the Department.
This is a senior management position reporting to the Director/Assistant Director of Transportation and Development.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides direction to subordinate staff concerning the execution of projects and tasks; interprets policy, regulations, and codes; identifies expectations regarding project completion, use of resources, and compliance with specifications and standards. Coordinates with county, state, regional, and federal entities to secure funding for improvement projects. Supervises staff directly and through subordinate supervisors; establishes performance expectations; provides and/or coordinates staff training and development;
plans, directs, and evaluates work of staff; counsels and disciplines employees; mentors staff members; completes performance appraisals. Prepares and reviews project bid documents and annual contract documents; reviews, researches, and makes final recommendations for the award of bids to contractors, vendors, and consultants; reviews and evaluates technical documents and reports submitted by developers, engineers, or private consultants. Reviews reports submitted by subordinate supervisors;
monitors and accesses the progress and work product of staff; inspects work quality and compliance; identifies needed operational changes; ensures projects are carried out within set timelines and budgets. Prepares administrative forms, monthly reports, budget information, and other program information and submits to department management and other county officials as required. Responds to questions, complaints, and issues raised by the general public, contractors, county officials, and other interested parties.
Presents technical information, plans, and status reports to community groups, professional organizations, county officials, and state agencies upon request and in a manner conducive to understanding by the target audience. Coordinates work functions and other requirements effectively with federal, state, and other local agencies. Researches, develops, and makes recommendations on a wide range of transportation, traffic, and related issues. Applies engineering principles, working knowledge of Georgia Department of Transportation (Use the "Apply for this Job" box below). American Association of State Highway & Transportation Officials (AASHTO), Institute of Transportation Engineers (ITE), American Society of Civil Engineers (ASCE) standards and specifications in investigation, evaluation, planning, and implementation of improvement and department goals.
Assists with the identification, development, and justification of departmental capital and operating budgets. Responsible for administrating the Division's budget, administrating contracts, and managing capital construction projects. Assists with infrastructure inventories, maintenance records, and other work documentation requirements of the department. Participates in the establishment and implementation of department policies and procedures in accordance with county, state, and federal regulations and procedures.
Assists in the identification and achievement of department goals and objectives. Demonstrates ability for success in managing multiple projects, initiatives, and requests concurrently; builds trust and credibility with employees; works responsively and productively in a fast-paced team-oriented environment; adapts to unexpected obstacles and new/changing information and conditions. Performs the most technical and complex tasks relative to the assigned area of responsibility;
responsible for complex and large-scale civil engineering design and construction projects. Coordinates work with other department divisions and county agencies. Plans, manages, and directs assigned transportation and development programs and engineering services to include land development, road design, surveying, right of way, and street lights/utilities.
