Primary Purpose

Primary Purpose

Directly responsible for optimizing the policies, programs, processes, and procedures related to the Emergency Response Core Function of the Management Model. This position has governance, oversight, and accountability for any one of several Emergency Response programs including, Damage Assessment, Incident command, Drills, Staffing, Training, Facilities, Lessons Learned, ERD Peer Groups, Business Continuity Planning (BCP), and any or all related tools and technology functions that support the Emergency Response Organization.

This position is responsible for defining, executing, and maintaining these programs and the supporting processes and procedures that describes the execution of the Emergency Response Organization (ERO). The Senior Emergency Preparedness Administrator must drive continuous improvement of the Emergency Response core function and must identify and evaluate performance barriers and capture gaps that adversely impacts Com Ed's emergency response efforts.

Equally, the Sr. EP Administrator is accountable for developing relationships with industry peers and experts to define best practices & standards and to assertively challenge the status quo. In addition, each Sr. EP Administrator maintains a close working relationship with an assigned storm team and is expected to monitor their team's performance and assist that team's leadership with execution of all storm processes and team membership.

The Sr. EP Administrator is accountable for maintaining and monitoring ERO performance through various metrics such as Storm CAIDI, Storm Activation Ratios, ETRs and Cap and O&M measures, and Customer Service Levels. Additional performance indicators are also developed by the Administrator to measure the effectiveness of that individual's specific area of responsibility.

Position may be required to work extended hours for coverage during storms or other energy delivery emergencies

Primary Duties
  • Develop and maintain the procedures related to emergency events requiring a coordinated Company response:
    Storm Restoration Process, Heat Emergency, Site Restoration Management, Security Threats, Distribution Load Management, Substation Logistical Support of Critical Substations, Incident Command
  • Participate in completion of Com Ed and/or PECO Annual Projects:
    Emergency Response Drills, Emergency Load Conservation, Summer/Winter Readiness Plans, Emergency Generator and Transformer Deployment Process, Work Stoppage Planning, Black Start Planning
  • Participate in and coach personnel during emergency events. Monitor events for process adherence and improvement opportunities.
  • Develop and implement training related to emergency response.
  • Conduct post-event lessons learned meetings, track completion of resulting action items, and file required regulatory report for the event.
  • Coordinate emergency planning with municipal, state, federal agencies, and other industry groups.
Job Scope
  • No day-to-day supervisory responsibilities are required for this position. Various special projects led by this position require good project management skills. In addition, this position requires interfacing with various levels of personnel including Regional Operations, Dispatch Operations, Transmission Operations, and corporate organizations (Security, Communications, Regulatory, etc). As a result, effective communication skills are a key ability needed by this individual.
  • Direct impact on budget is minimal occasional expenditures include expenses relating to training, drills and procedure support (room costs, binder materials, etc). However, the processes governed by this position have a very direct impact on the Company's performance on several key indicators such as SAIFI, CAIDI, and Customer Satisfaction.
  • This position requires minimal direct supervisory oversight. Some independent decision-making is utilized by this position, but other more key decisions are left to the Emergency Preparedness Manager with recommendations provided by the Administrator based on experience, good judgment, and initiative.
