Job Description
TITLE: MRF Operations Manager (Materials Recovery Facilities)
EMPLOYER: RIRRC

REPORTS TO: General Manager
EFFECTIVE DATE: 01/19/2025
SUMMARY:
- This position is responsible for managing the Materials Recycling Facility (MRF) including all operations, building and equipment maintenance, employee supervision, and health and safety compliance. This position ensures that daily operations are performed in a safe, productive, and efficient manner, including scheduling, performance, and planning.
DUTIES AND RESPONSIBILITIES:
- Oversea and ensure the safety of the facility, and all associated recycling equipment.
- Perform routine tasks required to develop and monitor the operation, maintenance, and utilization of the MRF to optimize capacity, processing, safety and efficiency.
- Develop and oversee quality assurance programs for sorting, processing, and recycling operations.
- Monitor MRF processing throughput and identify and implement improvements to attain an optimal balance of efficiency and quality to maximize commodity values.
- Monitor and evaluate inbound materials, assess quality, and communicate quality issues to customers delivering substandard recyclables. Provide final determination of load acceptance and assess penalties for outright load rejections.
- Work directly with subordinate staff, providing direction, oversight and technical advice; communicate and ensure staff are aware of and comply with all safety rules, federal and state laws, regulations and established Corporation policies and procedures.
- Promote safety awareness;
Conduct regular safety inspections to identify potential hazards and risks. - Implement and maintain quality control procedures to ensure compliance with recycling regulations and standards.
- Evaluate and oversee repair and preventive maintenance tasks.
- Develop and process procurements, either on own or through subordinates, for items such as equipment, machinery, and peripheral materials such as baling wire to ensure efficiency and no downtime.
- Monitor the MRF’s annual operating budget and expenditure and provide input for long-term capital expenditures.
- Monitor work performance and recommend merits, discipline, and corrective action.
- Manage projects through oversight and communications with external vendors conducting site projects.
- Update as necessary and ensure standard operating procedures for facility are adhered to.
- Set production goals and ensure that outbound materials meet established quality standards.
- Assist with responsibilities for the overall hiring, orientation, training, safety initiatives, evaluation and discipline of department staff.
- Stay informed about industry trends and advancements in safety technology, recommending updates to procedures as needed.
- Work in collaboration with the Recycle Outreach Coordinator; provide personal protective equipment for the safety of visitors.
- All other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
- Directly and indirectly supervises multiple salaried and hourly personnel.
Qualifications:
- Bachelor’s degree in Business Management, Logistics, or related field, plus minimum 5 years’ experience in recycling, logistics, or waste management experience and minimum 3 years of supervisory and/or management experience in waste management, logistics, industrial engineering function.
- OR equivalent combination of education and experience.
- Class 10 (standard) driver’s license required.
- OSHA 10 Hour Construction Safety Certification.
- Computer skills required:
Excel, Word, Outlook, Power Point
