Responsibilities
  • Administer construction contracts in accordance with the applicable Conditions of Contract.
  • Interpretation of the Contracts including the processes relating to the adjudication of claims.
  • Coordinate with the Chief Design Engineer, Re Resident Engineers (REs) and Chief Resident Engineer (CRE) to ensure timely distribution of construction drawings to the Contractor and the supervision staff.
  • Coordinate with the Quantity Surveyor and RE to ensure that all survey work required for measurement and verification of quantities is carried out timeously.
  • Evaluation and approval of financial submissions from the Contractor after due consultation with the REs, CRE, Employer and the Contractor where necessary, in respect of:
    • Monthly statements and payment certificates, and
    • Amounts to which the Contractor considers himself entitled in claims.
  • Provide support to technical staff with reviews and comments on technical submissions from the Contractor such as programme, design modifications, method statements & procedures, contractor’s proposals, contractor’s designs & drawings and maintenance manuals.
  • Evaluate the need for variations after due consultation with the REs, CRE, Employer and the Contractor and coordinate the issue of variations in accordance with procedures agreed with Employer.
  • Provide support with respect to formulation and issue of written instructions to the Contractor after due consultation with the REs, CRE, Employer and the Contractor as necessary.
  • Coordinate, review and formalise standardised quality control and contract forms.
  • Provide support as necessary to ensure maintenance of construction supervision records and progress reports, technical records (including geotechnical test results) and instructions, as well as records of all other appropriate site information such as weather, labour etc.
  • Evaluate with RE of requests to subcontract and provide consent to subcontract.
  • Coordinate and contribute to the overall reporting requirements on progress, costs, cash flow forecasts, financial reviews and the Contractor’s performance with regard to preference targets, as well as provision of timely notification to the Employer of potential deviations from the project objectives.
  • Regular liaison with the Employer and the Contractor on technical, contractual and financial issues, and with other outside parties on matters relating to management and interpretation of the contract through the REs, CRE, Employer and the Contractor.
  • Provide support and facilitation with the resolution of disputes between the Employer and the Contractor up to and including the process of amicable settlement, but excluding any further preparation for and participation in any legal or arbitration proceedings unless explicitly instructed by the Employer.
  • Support the FIDIC Engineer in matters of claims, including drafting of acknowledgment of claims and initial responses to claims.
