Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position functions under the general supervision of the Resident Engineer who assigns work in terms of priorities and specific construction requirements prior to construction activities.
Duties
Help
- Review contractor proposals to insure completeness and appropriateness.
- Prepare technical analysis or Pre-negotiation Objectives as required based on cost analysis of contractor's proposal and Government estimate.
- Develop construction methods and quality control techniques for projects that involve specialized facilities with special purpose technical equipment installation and structural features.
- Monitor progress on contract as represented by contractor prepared progress charts and network analysis systems.
- Conduct negotiations with contractor personnel on modifications and negotiated contracts.
- Review plans and specifications prior to contract advertisement to determine such things as practicability from a construction standpoint.

- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Possess or obtain and maintain a valid state-issued driver's license.
- Up to 25% business travel is required.
- This position may require a Hazardous, Toxic, and Radioactive Waste (HTRW) physical examination pending job requirements.
- Working outdoors in all types of weather that includes a wide variety of issues such as extreme temperatures, river conditions, and possible injury from the use of a variety of tools, as well as wet working surfaces is required.
- Physical mobility and maneuverability are required to bend, lift, climb, stand, push, pull, lift and walk to potentially hazardous job sites is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

Specialized Experience GS-11:
One year of specialized experience which includes: (1) Assist in reviewing contractor proposals by performing cost comparisons, developing portions of government estimates, and contributing to technical analyses. (2) Support contract administration by monitoring contractor progress, reviewing payment estimates, and helping enforce safety and quality requirements in coordination with senior engineers. (3) Participate in negotiations for contract modifications and claims by researching cost data, preparing supporting documentation, and drafting negotiation summaries.
(4) Review plans and specifications for constructability issues, conduct site visits and field measurements, and help develop engineering data to support proposed change order.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Specialized Experience GS-12:
One year of specialized experience which includes: (1) Review contractor proposals, perform cost/price analysis, and develop government estimates and pre-negotiation objectives. (2) Administer construction contracts, monitor progress and payments, and enforce safety and quality requirements. (3) Lead negotiations on contract modifications and claims; analyze entitlement and costs and document settlement positions. (4) Review plans and/or specs for constructability, conduct site visits and measurements, and develop data to support change orders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
