Position Summary

The Payroll Manager plays a critical role in ensuring accurate payroll processing, compliance, and financial integrity across the organization. Responsibilities include, but are not limited to, processing bi-weekly payroll, designing and implementing payroll best practices, auditing processes and internal controls, preparing payroll-related reports and analyses, and ensuring legal and tax compliance. This position supports operational efficiency and enhances employee satisfaction through precise payroll management and continuous process improvements.

Functions, Duties And Performance Responsibilities
  • Supervise and mentor the Payroll Specialist, including assigning tasks, reviewing work, and supporting professional development.
  • Accurately process bi-weekly payroll for all employees.
  • Maintain payroll records ensuring confidentiality and security.
  • Ensure compliance with federal, state, and local payroll regulations; interpret and apply regulatory changes.
  • Prepare and submit payroll tax reports and filings.
  • Manage garnishments, deductions, and related payments.
  • Conduct regular audits of payroll runs, timekeeping, and benefit deductions.
  • Develop and deliver monthly payroll analysis and management reports.
  • Create and manage the annual payroll budget, ensuring alignment with organizational goals.
  • Track and analyze employee expenses for tax compliance.
  • Identify and recommend improvements to payroll processes and internal controls.
  • Facilitate external audits by providing required documentation.
  • Respond to employee inquiries regarding payroll, deductions, and garnishments.
  • Conduct training for supervisors on timesheet approvals and compliance responsibilities.
  • Manage the full financial process and tax reporting for Idaho Dairy Air, LLC.
  • Oversee milk balancing and payment routines to ensure accurate producer settlements and timely payments.
  • Perform other duties as assigned.
Position Specifications and Qualifications Education
  • Required:

    High School Diploma or equivalent.
  • Required:

    Bachelor’s degree in Accounting, Business Administration, or equivalent experience.
  • Preferred:
    Certified Payroll Professional (CPP) and/or Payroll Compliance Practitioner (PCP).
Experience
  • 3–5 years or more of hands-on payroll processing experience.
Knowledge,

  • Demonstrated problem-solving and troubleshooting skills.
  • Strong interpersonal skills to handle sensitive and confidential situations.
  • Highly organized, with the ability to adapt quickly to changing priorities.
  • Intermediate MS Office skills including Word, Outlook, Excel, and PowerPoint.
  • Excellent written and verbal communication skills.
  • Strong organization, prioritization, and time management abilities.
  • Advanced knowledge of Federal, State, and local tax/payroll requirements, including Department of Labor regulations.
Physical Requirements
  • Environmental exposure to warehouses stored at ambient (60–70°F), refrigerated (35°F), frozen (-20°F), and areas at or above 120°F.
  • Walking:
    Moving about on foot to accomplish tasks, particularly short distances on a regular basis.
  • Subject to up to at least 92db’s.
  • Lifting: up to 20 lbs. occasionally.
  • Reaching:
    Extending hands and arms in any direction.
  • Stooping:
    Bending body downward and forward by bending spine at the waist occasionally.
  • Talking:
    Expressing or exchanging ideas verbally; must convey detailed or important spoken instructions clearly and quickly.
