The Office of Administrative Services is actively seeking one (1) Environmental Quality Technician.

Responsibilities- Inspects high risk pollution sources for compliance with federal, state, and local environmental laws, rules, and regulations.
- Issues tickets and notices to violators of environmental laws, rules, and regulations.
- Drafts referrals for issuance of citations.
- Installs, adjusts, operates, and performs routine maintenance on field monitoring, sampling, and testing equipment.
- Collects water, air, soil, and biological samples to assess natural resources and identify potential environmental problems.
- Investigates complaints concerning suspected violations of environmental laws, rules, and regulations.
- Participates in surveys and studies to assess natural resources and to determine sources of and methods for controlling pollutants in the air, water and soil and drafts reports on findings.
- Researches files and records, collects, and compiles data and prepares inspection and other technical reports.
- Utilizes advanced computer applications to develop and maintain databases and spreadsheets on data collected and maintains related files and records.
- Operates standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment.
- Operates a motor vehicle.
- Demonstrates proficiency in the City of Jacksonville’s competencies.
- Performs related work as required.
- Knowledge of the techniques, methods and procedures used to inspect, sample, test and monitor the natural environment and pollution sources.
- Knowledge of federal, state, and local environmental laws, rules, and regulations.
- Knowledge of basic principles of the natural sciences.
- Ability to perform mathematical calculations.
- Ability to conduct field inspections and investigations.
- Ability to install, adjust, operate, and perform routine maintenance on field monitoring, sampling, and testing equipment.
- Ability to collect water, air, soil, and biological samples.
- Ability to participate in surveys and studies and draft reports on findings.
- Ability to utilize advanced computer applications, databases, and spreadsheets.
- Ability to maintain files and records and prepare technical reports.
- Ability to communicate effectively verbally and in writing.
- Ability to read and interpret laws, rules, and regulations and technical publications and manuals.
- Ability to operate standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment.
- Ability to operate a motor vehicle.
- Four (4) years of education and/or experience in inspection, sampling, testing and monitoring of the natural environment or pollution sources or in related engineering or scientific activities.
- Bachelor's Degree from an accredited institution is preferred.
- A valid driver's license is required prior to appointment and must be maintained during employment in this class.
- Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.
- Depending on assignment, OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required and must be maintained.
- The probationary period for this class is six months.
