Position: IT SPECIALIST (PLCYPLN) with Security Clearance
Duties
* You will serve as IT Region Support Program Manager responsible for providing IT management and ensuring common business practices, standardization of processes and applications, and the most efficient use of limited IT resources across the region.
* You will ensure regional compliance with Department of Defense and Department of the Navy information technology plans and policies and align operational requirements with business processes.
* You will direct and implement Commander, Navy Installations Command (CNIC) and CNRSE Chief Information Officer (CIO) IT strategy, management and policies.
* You will serve as the Contracting Officer Representative (COR) for the regional IT labor contracts which provide IT and telecommunications support services.
* You will provide IT resource acquisition management support and oversight of information technology assets.
* You will plan, organize, direct and coordinate the IT Program's priorities and functions by developing goals and strategies to support and advance state-of-the-art IT and Telecommunications systems. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This is a Cyberspace Workforce position, work role code PROGRAM MANAGER (801), proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include:
Conducting complex business analyses, case studies, and return on investment analyses.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services;

is committed to providing quality products and services. Experience demonstrating this competency include:
Coordinating with other departments, directors and staff members to assist in the planning and program development of IT projects.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include:
Conducting and participating in briefings, workshops, presentations and meetings.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include:
Resolving a wide range of technical and management issues. In addition to your experience demonstrating the four competencies above, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

-Experience monitoring the installation, upgrade and maintenance of IT and communication systems.

-Experience participating in the development of business and strategic planning.
