The Bureau of Vital Statistics provides statewide registration of all Florida vital record events, including births, deaths, fetal deaths, marriages, and divorces. It issues more than 2.8 million certified copies annually and maintains a centralized database accessed by all 67 counties. The bureau produces routine and special analysis of vital statistics data, provides policy, procedure, and monitoring to county local registrars, birthing hospitals, funeral directors, medical examiners, certifying practitioners, and tax collector offices in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.
PositionDescription
This position facilitates training and implementation for the statewide Electronic Birth Registration System (EBRS) and the Electronic Death Registration System (EDRS). It identifies prospective trainees, obtains necessary access forms, and provides post‑training support. The role analyzes data to measure training effectiveness and the quality of service, assists in developing and maintaining training and informational materials required by state and federal law, and works with chief deputy registrars (CDR) on compliance issues such as statutory filing times, physician certification reluctance, and procedural adherence.
It serves as a liaison, guiding and assisting all EBRS/EDRS users.
The incumbent monitors EBRS/EDRS users through on‑site visits and training, ensuring a high‑quality statewide vital record registration program. They identify improvements, resolve technical problems, and evaluate compliance with state and federal standards. They analyze program effectiveness, develop corrective action plans, and monitor follow‑up to confirm resolution. The role also supports a continuing statewide vital records field program, planning, monitoring, and evaluating a major quality assurance service program in vital records registration, including electronic registration of vital events in county public health units, hospitals, courts, funerals, medical examiner districts, physicians, nurses, social workers, and other relevant stakeholders.
Additionally, the incumbent develops, plans, and implements statewide vital statistics training meetings and conducts additional sessions in assigned geographic areas. They engage community and professional groups to coordinate, improve, stimulate interest, and market Vital Statistics programs, performing other related duties as required.
Required Knowledge, Skills, and Abilities- Knowledge of records‑management system standards and procedures.
- Knowledge of Florida Statutes and Florida Administrative Code.
- Knowledge of the Department of Vital Records Registration and code manuals.
- Ability to supervise technical staff engaged in records‑management system.
- Ability to provide training and assessment.
- Proficiency in Microsoft Office Teams, PowerPoint, Publisher, Excel, Outlook, and Word.
- Working experience with SQL Server Management Studio and video‑conferencing platforms including Teams, Zoom, and Webex.
- Working knowledge of Florida Statutes and Florida Administrative Code.
- Public speaking and training experience with various levels of staff, from executive management to entry‑level.
- Must be willing to physically come to the office to perform the duties & responsibilities of the position.
