RoleThe EHS Specialist is responsible for the day-to-day implementation and ownership of Environmental, Health, and Safety programs at an engine test facility located at Cecil Airport in Jacksonville, FL. This role serves as the primary on-site EHS authority, supporting engine test operations by ensuring regulatory compliance, hazard mitigation, and safe execution of high-risk activities.
The position requires a strong field presence, close collaboration with Operations and Facilities, and hands-on management of PPE, hazardous waste, permits, and land-use control documentation. The EHS Specialist reports to EHS leadership and supports both routine and non-routine test activities.
Responsibilities- Health & Safety
- Serve as the on-site EHS point of contact for engine test operations and supporting activities
- Develop, review, and approve Job Safety Analyses (JSAs) and task-based hazard assessments
- Implement and enforce PPE requirements, including selection, issuance, training, and compliance
- Conduct routine safety inspections, audits, and observations of test stands and support areas
- Lead incident investigations, near-miss reporting, and corrective action tracking
- Support confined space, hot work, LOTO, and other high-risk activity permitting
- Coordinate emergency preparedness activities, drills, and response planning
- Environmental Compliance
- Manage hazardous waste programs including:
Proper accumulation, labeling, storage, and disposal, Coordination with waste vendors and manifests, Weekly inspections and recordkeeping) - Support air, noise, stormwater, and other environmental permit requirements associated with engine testing
- Maintain compliance with federal, state, and local environmental regulations

- Manage site-specific permits such as:
Hot work permits, Confined space permits, Environmental and operational permits as applicable
- Manage site-specific permits such as:
- Maintain Land Use Control (LUC) documentation and ensure operational compliance with use restrictions
- Track and retain required EHS records, training documentation, and inspection logs
- Training & Engagement
- Coordinate and deliver EHS training for employees and contractors, including site orientation
- Ensure required training is completed prior to personnel engaging in test operations
- Promote a strong safety culture through field engagement, coaching, and clear communication
- Contractor & Interface Management
- Support contractor onboarding and compliance oversight
- Coordinate with Facilities, Security, Fire Marshal, Airport Authority, and external regulators as required
- Participate in audits and inspections conducted by regulatory agencies or internal teams
- Minimum Requirements
- Bachelor’s degree in Environmental Health & Safety, Engineering, Industrial Hygiene, or related field, or equivalent experience
- 3–5+ years of EHS experience in industrial, test, aerospace, manufacturing, or high-hazard environments
- Working knowledge of OSHA, EPA, and applicable state and local regulations
- Experience managing hazardous waste and permit-driven operations
- Ability to work independently as the sole or primary EHS representative on site
- Preferred Qualifications
- Experience supporting engine test stands, aerospace testing, or high-energy systems
- Familiarity with confined space, hot work, and LOTO programs
- CSP, ASP, CHMM, or similar professional certification
- Experience working at airport or secured facilities
- This is a full-time, on-site position in Cecil with potential travel between other facilities.
- Regular presence in manufacturing, R&D, and construction areas, requiring use of PPE and occasional exposure to noise, dust, chemicals, and high-temperature environments.
- Must be able to walk long distances, climb stairs/ladders, and respond quickly to emergencies.
