Responsibilities
  • Emphasize subcontractor engagement, internal and external relationship building.
  • Develop new subcontractors and advance commodity strategies.
  • Manage subcontractors through all phases of program execution ensuring compliance with high‑value/complex subcontracts.
  • Respond to subcontractor inquiries and participate in fact‑finding activities related to safety, quality, and performance execution.

    Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.
  • Identify top subcontractors and suppliers and improve and develop existing business relationships across all three yards.
  • Schedule and participate in ongoing status meetings with internal stakeholders and subcontractors.
  • With the Procurement Analyst Lead, identify opportunities for bundling, leveraging, multi‑yard pricing and strategic sourcing of services and materials.
  • Define risks, losses and reporting errors in subcontract administrative tools; develop efficiencies and implement improvements with stakeholders.
  • Establish metrics and supplier scorecards to collect end‑user feedback and identify areas requiring improvement or corrective action.
  • Provide subcontract advice and counsel to program managers, engineering personnel and related functions such as finance, quality and contract administration.
  • Coordinate meetings, interviews, surveys, and other activities with internal customers and suppliers/subcontractors to understand current workloads, performance status, and identify deficiencies.
  • Track meetings, including planning, strategic scheduling and allocating interactions between internal leadership and supplier/subcontractor leadership.
  • Create and analyze reports to identify cost‑saving opportunities, bundling, leveraging volumes across the three yards; work with the Procurement Analyst and Strategic Sourcing Lead.
  • Align with the Proposal and Execution Team members at all three locations to compile summary reporting, plan opportunities and lead on performance strengths and weaknesses.
  • Ensure compliance with FAR/DFARS/CPSR, sector, and SCM policies and procedures.
Qualifications
  • Minimum 6 years of relevant work experience.
  • Communicate effectively both orally and in writing.
  • Sound interpersonal skills when interfacing, coordinating, and negotiating with company personnel, customers, and suppliers.
  • Utilize Microsoft Office to prepare appropriate reports and documents.
  • Facilitate and coordinate meetings with suppliers.
  • Read and interpret ship specifications and work items.
  • Familiar with NAVSEA standard items.
  • Make sound judgments while complying with policies, procedures, principles, and applicable state and federal laws or regulations.
  • Develop and demonstrate research and presentation skills.
  • Prioritize and multitask effectively.
  • Excellent organizational and follow‑through skills.
  • Detail oriented.
  • Perform price analyses.
  • Solid knowledge of DoD contracting.
  • Solid knowledge of FAR/DFAR.
  • Preferred: Bachelor’s Degree in related field.
  • Preferred: Experience with OCONUS proposals.
  • Preferred: Extensive knowledge of Microsoft Excel and PowerPoint.
Pay Information

Full‑time salary range: $75,254 – $127,930.
