Responsibilities- Oversee the department, directing, planning, organizing, and supervising staff engaged in Workforce Programs at Employment Security.
- Provide oversight of staff managing Foreign Labor, Migrant Seasonal Farm Worker Program, Work Opportunity Tax Credit, Trade, and other programs and awarded grants within the Office of Workforce Programs.
- Determine staffing needs and make personnel assignments to achieve programmatic goals; plan and supervise training needs of staff.
- Develop departmental procedures and instructional materials; evaluate and analyze programs; prepare regular and special reports with interpretation for administrative use; recommend adoption of new or revised methods to improve functional and programmatic operations.
- Coordinate work with other agency department managers; advise the Deputy Executive Director and Director on departmental activities.
- Prepare contracts, contract modifications, letters of support, and other departmental documents.
- Prepare responses to Requests for Proposals.
- Maintain department records and files.
- Prepare department and agency reports as needed.
- Process requests for information from partner agencies/organizations and other workforce stakeholders.
- Manage special projects assigned by the Director.
- Assist with the management of grant funds and ensure all time charges and expenditures are accurate.
- Assist in management of staffing levels.
- Perform other related duties as assigned.
- Require statewide travel, overnight travel, and non-traditional working hours.
- Public speaking is required; make presentations to internal and external customers as needed.
- Be available to work in public centers that provide in-person service to customers of various programs.
- Demonstrate extensive supervisory skills.
- Possess a valid driver’s license and pass an extensive background check.
- Project planning/management skills; meeting facilitation, budgeting and accounting skills; and developing/delivering presentations/training skills.
- Good interpersonal/customer service skills.
- Excellent verbal/written communication skills.
- Time management and organizational skills.
- Computer literacy with proficiency in Word and Excel.
- Ability to work independently and in teams.
- Ability to multi-task.
- Master’s Degree from an accredited College or University.
- Six (6) years of experience related to the described duties.
- Five (5) years of extensive supervisory experience.
- Bachelor’s Degree.
- Six (6) years of experience.
- Two to four (2–4) years of supervisory experience.
