Duties- Develop, update, and maintain Spill Prevention, Control, and Countermeasure (SPCC) plans for substation facilities in compliance with EPA 40 CFR Part 112.
- Analyze engineering materials including site drawings, blueprints, aerial imagery, survey reports, and topographical data to support SPCC planning.
- Design and perform calculations for stormwater management and oil containment volumes.
- Create and revise facility diagrams using CAD and other design software to reflect SPCC requirements.
- Conduct field investigations and site visits to verify compliance with SPCC plans and ensure implementation of engineering controls.
- Maintain detailed records and prepare technical reports documenting SPCC compliance activities.
- Collaborate with construction, operations, and environmental teams to identify and mitigate environmental risks.
- Serve as a liaison with environmental agencies, respond to regulatory inquiries, and represent the utility during audits.
- Educate internal teams on spill prevention procedures and regulatory obligations.
- Ensure coordination across business units to align with federal, state, and internal environmental policies.
- Proficiency in civil engineering principles related to environmental compliance and infrastructure design.
- Strong working knowledge of EPA regulations, especially 40 CFR Part 112, and relevant Michigan environmental laws.
- Experience with spill modeling tools such as the Mineral Oil Spill Evaluation System (MOSES).
- Skilled in interpreting technical documents and producing accurate engineering drawings.
- Effective communicator with the ability to work across multidisciplinary teams and external agencies.
- Detail-oriented with strong organizational and documentation skills.
- Ability to manage multiple projects and meet regulatory deadlines.
- Bachelor's degree in Civil Engineering or a related field.
- Active State of Michigan Professional Engineer (PE) license (required for SPCC plan certification and updates).
