Permitting Specialist (f/m/d) – Axpo Group
Urbasolar, a key French photovoltaic player and pioneer since 2006, is fully integrated into the AXPO Group, a Swiss‑based utility with a leading position in energy markets across 30 countries. Through our solar division, we develop, invest, construct, and operate photovoltaic plants and supply green electricity and advanced energy solutions in Europe (Italy, Spain, Germany, Poland).
Role Context
As part of our development in the Italian market, we are looking for a Permitting Specialist to manage all secondary permit procedures required for the construction and commissioning of large‑scale photovoltaic and agrivoltaic plants. Reporting to the Permitting Manager Italy, you will play a key role in securing permits, ensuring regulatory compliance, and coordinating with both internal and external stakeholders.
Your main missions

Ensure regulatory monitoring and keep up to date with the Italian renewable energy market outlook.
Coordinate and obtain all necessary secondary permits and authorizations (building permits, landscape restrictions, environmental clearances, grid connection permits, sector‑specific concessions).
Manage relationships and interactions with public authorities, local institutions, and stakeholders.
Monitor deadlines and progress of permit applications, anticipate risks, and propose corrective actions.
Prepare, review, and update technical and administrative documentation required for all permit procedures.
Collaborate with internal teams and external consultants in compiling technical and administrative files.
Support the Engineering & Project Management teams to ensure executive design compliance with authority requirements and permitting constraints.
Ensure the fulfillment of all post‑permit obligations (environmental compliance, reporting, operational requirements).
Manage GSE (Gestore dei Servizi Energetici) requirements up to COD (Commercial Operation Date), including documentation preparation and compliance with regulatory deadlines, in collaboration with the Development department.
Operate the GSE portal and ensure compliance with operational regulations.
Update budgets related to permitting activities.
Manage and record easements, loan‑for‑use agreements, temporary occupations, and concession transfers.
Draft periodic reports on the status of authorizations and their impact on project planning and construction phases.

Profile

At least 3/4 years of experience in the renewable energy sector in Italy, with expertise in permitting procedures, environmental and post‑authorization compliance.
Deep knowledge of the GSE and Italian regulatory framework, and good understanding of grid connection topics.
Master’s degree or equivalent in engineering or a scientific discipline (geology, architecture, etc.).
Proficiency with ARGIS, GEOPORTAL, and a good command of AUTOCAD is a plus.
Strong communication and stakeholder management skills, ability to negotiate agreements with external consultants.
Autonomous and solution‑oriented, with a collaborative approach to teamwork.
Well‑organized, rigorous, and proactive in anticipating and solving issues.
Fluent Italian and English (written and spoken) is mandatory;
French is an advantage.
