The Procurement Manager, Construction Services reports to the Director, Construction Services Procurement and is responsible for planning, budgeting, sourcing, supplier performance management and stakeholder management of Construction, Design, and Commissioning.
Essential Duties and ResponsibilitiesOther duties may be assigned. The role will develop long‑term business strategies aligned with key QTS stakeholders, executives, and other Global Procurement leaders to drive results directly linked to the business goals that contribute to QTS’s position as a market leader. The individual may also develop, train, mentor, coach, and manage direct reports.
Knowledge, Skills, & AbilitiesRun RFPs for QTS Development programs including Construction, Design, and Commissioning. Ensure accurate cost and schedules are provided in a timely manner to the Development Program Managers to support budget approvals and project schedule planning. Provide weekly Development procurement status updates, progress reports, and recommendations to secure executive support and align on business objectives. Analyze category spend management opportunities, conduct research to understand the supply market and commodity trends, and deploy appropriate strategic plans while tracking KPIs.
Manage categories such as Electrical, Mechanical, Construction Management, Design, Engineering, Commissioning, Testing, and Professional Services. Ensure QTS policies and processes are followed and continuously improve procedures and systems for best‑in‑class procurement performance. Collaborate with Global Procurement leaders to ensure alignment and execution of category strategies. Identify and implement strategies to improve procurement initiatives, increase speed to market, enhance quality, and achieve lower total cost of ownership.
Assess business impacts, manage supply continuity, develop contingency and risk management plans. Lead category management activities within assigned spend categories to achieve business objectives and benefit targets. Develop RFP packages and lead competitive sourcing events to secure commercial value, risk mitigation, and performance requirements in contracts protecting QTS’s interests. Support construction projects by soliciting and developing construction‑related contracts and resolving unforeseen technical and commercial issues.
Develop KPIs to measure supplier performance (on‑site delivery performance, cost savings, etc.). Lead periodic business reviews such as weekly meetings, QBRs, and problem resolution sessions. Liaise with QTS Site Operations teams, suppliers, and finance to serve as the escalation point for issues requiring resolution and to lead process improvement initiatives. Travel to QTS sites, OEM facilities, trade conferences, and networking events to foster strong relationships that benefit the strategic positioning of QTS and departmental objectives.
Provide ad‑hoc assistance to the Site Operations’ needs on challenging to source equipment, parts, and services.
2‑5 years of experience as a Construction Manager or Construction Trade Partner – Preconstruction, Project Management, Superintendent, Sourcing, Procurement. Bachelor’s degree in Procurement, Supply Chain Management, Engineering, Business Administration, Management, Operations, Finance, or a certificate in Construction Management. Experience in contract development, execution, and management. Skilled in building relationships with key stakeholders to gather category requirements and specifications. Ability to resolve conflicts and solve problems.
Experience managing and leading change initiatives involving significant organizational impact. Experience developing long‑range sourcing plans for assigned categories to reduce total costs, optimize supplier value, and meet internal customer requirements. Demonstrated company‑wide procurement leadership within one or more indirect categories or an equivalent combination of education, training, or experience.
