Summary
The Application System Analyst II serves as a liaison between system end-users (customers), operational leaders, additional support resources and vendors to design, build and optimize assigned applications in a timely and high‑quality manner. The Analyst provides application support and optimization, works closely with the Service Desk to assist in responding to service requests, and analyzes business issues and workflows to meet operational and organizational needs.
Project implementation responsibilities include collaborating with customers to analyze, test, document, and implement medium to high complexity activities. The role requires detailed healthcare knowledge and systems expertise to implement applications with minimal guidance, and a self‑motivated individual with exceptional communication and interpersonal skills.
- Analyze, develop, test, document, educate, implement, support, and maintain or optimize assigned applications, solutions and business processes to meet operational and technical requirements.
- Collaborate across project boundaries with other teams, thinking outside the box to propose practical solutions and providing oversight and project management to assigned tasks.
- Demonstrate solid subject‑matter expertise, proactively improve knowledge, and guide newer team members using training and resource materials.
- Thoroughly understand operations to identify opportunities that enhance customer usability, efficiency and experience, and represent user needs in larger system updates.
- Perform process and requirements analysis, including mapping, documentation, requirement elicitation, stakeholder analysis and specification gathering, completing gap analysis and providing recommendations.
- Clearly articulate complex design and configuration issues to end users and stakeholders, maintain relationships with leadership post‑engagement, and proactively address conflicts.
- Contribute to strategy discussions by identifying options with pros and cons, facilitating timely decisions, and recognizing when quick partial resolution suffices.
- Adhere to organization standards for system configuration and change control.
- Exercise strong technical proficiency in application‑specific design and configuration, communicate concepts, independently analyze, design, configure, and teach new team members.
- Collaborate to build strong relationships with end‑user communities, customers and business partners.
- Work with operational leaders to standardize best‑practice workflows, create efficiencies and ensure optimal processes across ministries.
- Coordinate code changes with vendors related to financial and business application issues.
- Collaborate with the technical team to identify infrastructure‑related issues that impact applications.
- Share industry best practices from vendors with operational leaders.
- Demonstrate increasing technical knowledge of the assigned application, understanding infrastructure impacts.
- Serve as a liaison between business operations and providers, IT, users and vendors to resolve issues within project objectives.
- Follow strict change management processes for approval, testing and validation of system changes.
- Deliver consistent, well‑reviewed written documentation to end users and leadership.
- Act as a team player, proactively communicating issues and concepts to leadership.
- Periodically review and auto‑correct skills, habits, work ethic and behaviors, managing work effectively among peers.
- Proactively and independently troubleshoot and resolve moderate incidents and requests without direction.
- Maintain high standards for self and team quality of work, providing oversight and feedback on design, configuration and deliverables.
- Manage medium‑complexity projects/requests, collaborate with team members, evaluate new releases and functionality of applications.
- Complete assigned courses in Health Stream or other tracking tools and attend presentations as assigned.
- Ensure services contribute to the department’s primary mission.
- Escalate when SLAs are breached or appropriate vendor action is not occurring.
