Responsibilities
  • Field oversight and inspection:
    Support Inspection Team to conduct risk‑based inspections throughout all phases of construction, from initial work to final structure, ensuring compliance with contract documents and Caltrans standards.
  • Technical review:
    Review and approve contractor submittals such as shop drawings and action submittals, and perform calculations for elements like alignment, grade, and temporary works (e.g., falsework, shoring, column guying, bridge demolition).
  • Contract and project administration:
    Handle technical and contractual administration, monitoring project progress, coordinating with the Resident Engineer on payments, and responding to contractor requests.
  • Coordination:
    Act as a liaison among the contractor, Caltrans Resident Engineer, Structures Senior Bridge Engineer, Caltrans METs, other consultants, and utility companies.
  • Documentation and reporting:
    Prepare daily inspection reports, maintain accurate as‑built records, and ensure all project documentation, including material certifications, is complete and compliant.
  • Safety:
    Monitor and enforce compliance with safety regulations and coordinate with a Structures Project Safety Coordinator for specialty work.
Preferred Qualifications
  • A minimum of five (5) years of responsible experience performing the duties as a Structure Representative, or ten (10) years as an Assistant Structure Representative, for similar Caltrans and/or Caltrans Oversight projects.
  • Registered professional engineer licensed in the State of California in good standing with the California State Board for Professional Engineers, Land Surveyors, and Geologists.
  • Possess a valid Driver’s License.
  • Possess a Standard First Aid Certificate.
  • Possess a valid ASTM, CTM, or ACI certification.
  • Knowledge and experience with equipment used in structure construction inspection, surveying, and construction office engineering.
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint), CPM software such as Primavera or Sure Trak, Scheduler Analyzer Pro, and Microsoft Project.
  • Experience in effective communication.
  • Experience monitoring labor compliance.
  • Experience with subcontracting laws and policies.
  • Knowledge of the Storm Water Pollution Prevention Program and the General Permit.
  • Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual.
  • Proper background clearance when performing work on or near the rail system.
  • Experience with Dispute Review Board (DRB) meetings and preparing position papers.
  • Experience analyzing construction claims and reviewing cost.
  • Ability to keep complete, accurate, and concise records of work and quantities.
Required Qualifications
  • Bachelor’s degree in Engineering, Construction Management, or a closely related field.
  • 10 years of related experience in estimating, bidding, preparing purchase orders and subcontracts, scheduling, and field engineering.
  • Professional engineering license recognized by the licensing board for the location of the position.
  • Experience with Microsoft Office (Word, Excel, Outlook);
    Bluebeam, estimating and scheduling software, and web‑based document collaboration software.
  • Experience in developing and managing construction engineering and inspection programs.
  • Excellent verbal and written communication skills.
