Estimator – Public Works / Heavy Civil Construction
A licensed public works construction contractor specializing in municipal and government-funded infrastructure projects, including underground utilities, road and highway improvements, bridges, public facilities, and vertical public-use structures. We are seeking an experienced Estimator to support public works bids from initial review through proposal submission and handoff to operations.
Key Responsibilities- Prepare accurate cost estimates for public works construction projects, including underground utilities, roadway improvements, bridges, highways, and municipal facilities
- Review plans, specifications, bid documents, and addenda for public agency projects
- Perform detailed quantity takeoffs and develop unit pricing
- Solicit, evaluate, and level subcontractor and supplier bids
- Develop bid schedules and ensure all deadlines and submission requirements are met
- Analyze historical cost data, labor, equipment, and material pricing
- Identify project risks, scope gaps, and cost impacts during bid preparation
- Collaborate with Project Managers and field leadership during bid reviews and turnover
- Assist with value engineering and alternative pricing when applicable
- Support bid clarifications, RFIs, and post-bid negotiations with public agencies
- 5+ years of estimating experience in public works / government construction
- Strong background in heavy civil and/or public infrastructure estimating
- Proven experience with quantity takeoffs, unit pricing, and competitive bid preparation
- Ability to interpret construction plans, specifications, and public agency contracts
- Knowledge of public works requirements, bid items, and contract structures
- Strong analytical, organizational, and communication skills
- Proficiency with estimating and construction software (e.g., Heavy Bid, Bluebeam, Procore, Excel, or similar)
- Underground utilities (water, sewer, storm drain)
- Roads, highways, bridges, and transportation infrastructure
- Vertical public-use facilities (schools, gyms, municipal buildings)
- Experience bidding work for cities, counties, DOT, or other public agencies
