Job description
The purpose of the Intelligence Deputy Directorate within RIS is to develop and enhance the intelligence picture of organised crime and serious fraud impacting HMRC. We then deliver quality intelligence products to drive decision making and compliance interventions to maximise our impact.
We do this by:
- Collecting, collating, and exploiting intelligence to identify the greatest threats to HMRC and drive operational decision making.
- Providing information, intelligence, and live operational support to HMRC teams, Law Enforcement, and international partners to increase their impact and effectiveness.
- Developing and delivering high impacting intervention opportunities to stop and disrupt serious non‑compliance.
- Collaborating with national and international partners to increase our collective impact and capability.
You will join HMRC’s Intelligence Services as it establishes a two‑hub structure across our Cardiff, Gartcosh and Ipswich locations. They will undertake one of several roles listed below, each involving a variety of responsibilities, including customer‑facing and telephony requirements.
You will be allocated to Hub roles depending on business requirement.
Cardiff, Gartcosh and Ipswich RIS IS Hub functions include:Intelligence Acquisition, Co‑ordination and Exchange
The foundation and core of Intelligence Services delivery model from the:
Gateway Exchange Team (GET) and Intelligence Bureau (IB) who provide more than 35,000 intelligence reports per annum in support of criminal investigations by external law enforcement partners.
Fraud Reporting Gateway (FRG) who receive and process over 150,000 contacts per year from members of the public reporting allegations of suspected tax evasion and customs fraud.
Responsible for exploring and developing new and innovative ways of identifying emerging threats and exploiting intelligence in partnership with wider teams. Includes:
Police Systems Hub (PSH) who update and manage on behalf of HMRC records on the Police National Computer (PNC), the Police National Database (PND) flagging and Organised Crime Group Mapping (OCGM) teams.

Person specificationYou will be joining our team of around 300 colleagues; your key responsibilities will include:
- Supporting Higher Intelligence Officers in managing team operations and resource planning.
- Guiding, motivating and supporting Assistant Intelligence Officers (AO) with technical advice and decision-making.
- Overseeing quality assurance of AO outputs, providing constructive feedback and supporting development.
- Producing and disseminating high-quality intelligence products (e.g., Intelligence Reports, Information Packages) to support criminal and civil interventions by HMRC and external partners.
- Demonstrate flexibility, initiative, and strong organisational skills to manage competing priorities and deliver sustainable results in a fast‑paced, complex, and evolving environment.
- Contributing to a culture of continuous improvement by sharing ideas and enhancing processes collaboratively.
- Communicating effectively and manage stakeholder relationships, building productive partnerships with internal and external customers.
- Willingness to travel, including overnight stays, for training and development as required by the role.
