Job Description JOB TITLE: Business Manager/Board Secretary
CLASSIFICATION: Administrator
IMMEDIATE SUPERVISOR: Superintendent
JOB SUMMARY: Account for and record the business affairs of the District in such a way as to provide the best possible educational service with the financial resources available. Keep the necessary records to facilitate sound financial management of the school district and advise the Superintendent and School Board on business affairs.
QUALIFICATIONS
Skills, Knowledge, and Abilities
- Works with figures accurately and efficiently.
- Ability to operate office machines accurately and efficiently (calculator, typewriter, computer, copier, and fax machine).
- Ability to organize workflow for maximum efficiency.
- Ability to relate well to all people.
- Ability to work without close supervision and budget time to complete responsibilities as scheduled.
- Follow district policies and procedures related to position.
- Maintain confidentiality.
- Excellent skills in written and oral communication, strong analytical ability, and demonstrated proficiency in computer spreadsheet applications.
Education
- Four-year degree and experience in Accounting, Finance, and/or Business Management.
- Willingness to continue education to improve efficiency on the job.
Certification
Possess or be able to qualify for the School Business Official state authorization.
Experience
- Experience in accounting, finance and/or business management highly preferred.
SUPERVISION OF OTHERS
- Building and District Office Secretaries for duties related to roles of Business Office.
ESSENTIAL JOB FUNCTIONS
Establishes and supervises the financial affairs of the district, including the handling of all funds, accounting, and reporting procedures in accordance with the Uniform Financial Accounting System for Iowa School Districts.Assists the Board of Education and the Superintendent through interpretation of the financial position of the district for the purpose of determining guidelines for the most effective use of public funds.Prepares financial reports as required by state and federal agencies having jurisdiction over public funds.Submits monthly statements to the Board of Education and Administration.Responsible for the preparation of the annual budget and adoption of taxes and any amendments thereof as specified by the Code of Iowa under the direction of the Superintendent.Compiles necessary statistical data for the preparation of the fiscal budget.Assumes responsibility for accounting procedures adequate to properly code and record all money and credit transactions.Coordinate monthly bank account reconciliations to District’s general ledger.Recommends and implements new accounting methods as desirable and necessary and as required by state/federal regulations.Administers and supervises the payroll functions of the District.Supervises the collection, safekeeping, and distribution of all District funds.Supervises the District’s unemployment and worker’s compensation programs.Responsible for the preparation of documents and information for negotiation purposes.Arranges and prepares for District annual audit.Submits claims for refunds for fuel taxes.Assists administrators in interpreting and applying negotiated agreements and related board policies.Prepare or assist in the preparation of contracts for licensed and for classified personnel, as applicable.Maintain and oversee petty cash.Prepare billing for open enrollment and special education.Develops and maintains an effective level of communication with appropriate personnel.Attends all regular meetings of the Board of Education and special meetings as deemed appropriate by the Superintendent.Maintains professional growth through organization membership, workshops, seminars and/or related professional reading.File and preserve copies of all reports and all papers…
