Civil Site Manager

We are seeking a highly motivated and safety-driven Civil Site Manager to oversee daily operations across our rail and civil engineering project sites. The Site Manager will be responsible for coordinating site activities, ensuring compliance with industry safety standards, managing subcontractors, and maintaining efficient workflow in a fast-paced, safety-critical environment.

This role offers an exciting opportunity to lead teams, drive project performance, and uphold the highest standards of safety and quality. The ideal candidate will have strong leadership skills, excellent knowledge of rail and civil engineering procedures, and the ability to ensure projects are delivered on time and within scope. A valid
CSCS certification is required, and a
driving licence is essential.

• Lead all on-site activities, ensuring works are delivered safely, efficiently, and to specification.
• Coordinate labour, plant, materials, subcontractors, and logistics to maintain programme targets.
• Provide clear direction to Supervisors, Engineers, and site teams, promoting consistent delivery standards.
• Ensure daily briefings, site coordination, and effective communication across all disciplines.
• Champion TCES’s positive safety culture and lead by example on all HSEQ matters.
• Ensure compliance with CDM Regulations, Network Rail standards (where applicable), and company procedures.
• Produce and implement RAMS, permits, and safe systems of work.
• Carry out inspections, audits, and toolbox talks, ensuring corrective actions are closed out promptly.
• Work with Project Managers and planners to maintain accurate short-term and long-term programmes.
• Identify risks, constraints, and opportunities, escalating issues proactively.
• Ensure site records, diaries, and progress reporting are accurate and up to date.
• Support Project Managers in monitoring productivity, variations, and resource use.
• Ensure materials and subcontractors are used efficiently and in line with project budgets.
• Identify value engineering opportunities and drive continuous improvement on site.
• Supervise and mentor Engineers, Supervisors, and Operatives.
• Promote a positive team culture aligned with TCES values.
• Support training, development, and performance improvement across site teams.
• Act as the main operational contact on site for clients and stakeholders.
• Attend site meetings, progress reviews, and possession planning sessions where required.
• Maintain professional relationships that reflect TCES’s reputation for delivery and partnership.

• Proven experience managing civil engineering works as a Site Manager or Senior Supervisor.
• Strong background in earthworks, structures, geotechnical works and/or rail environments.
• Excellent understanding of site safety management and CDM Regulations.
• Strong organisational and leadership skills.
• Degree, HNC or HND in Civil Engineering or Construction Management.
• Experience working with Tier 1/Tier 2 contractors.
• Temporary Works Supervisor or Coordinator.
• Rail competencies such as PTS/COSS (or willingness to obtain).
