Role Overview :
The purpose of the health services division quality assurance manager is to evaluate the vendor's adherence to performance measures established by the contract and to act as a liaison between each facility's Warden and the vendor's staff. The Department's 21 Correctional facilities and 10 parole districts state wide are included. The facilities will be split into four (4) regions which will be assigned to the Quality Assurance Managers.
Areas of responsibility include but are not limited to primary care, behavioral health including substance abuse, dental, pharmaceutical and specialty services. The quality assurance manager conducts scheduled and ad hoc audits at assigned facilities and completes other duties including but not limited to health services critical incident reviews, investigation of grievances, inspection of designated areas. The quality assurance manager also participates in each facility's medical administrative committee meetings, conducts the health services review of each facility's annual (ACA) program audit, and participates in the statewide quality assurance activities and the monthly administrative meeting with the vendor.
Each quality assurance manager will be cross-trained and prepared to monitor all health services at their assigned facilities.
Salary Statement:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
* Assist the Division of Health Services in the ongoing management of health and behavioral health care services to offenders in the assigned region including but not limited to review and respond to offender inquiries and participate in sentinel events and critical incidents reviews.
* This position will support the overall development and revision of monitoring activities and will assist addressing areas of concern with the contract vendor. Will assist with the gathering of information for requests from internal and external sources.
* Assist in establishing and implementing departmental policies and procedures as they relate to medical and behavioral health services. Assist with relaying the information to facilities, other contract monitors and the vendor to ensure implementation at the facility level in a timely fashion.
* Collaborates and coordinates with the Medical Operations Administrator, Director of Health Services, Director of Mental/Behavioral Health Services, Classifications, Re-entry, Internal affairs and other IDOC Divisions to identify and address problems and ensure proper allocation of resources.
* Must preserve confidentiality of records and contract monitoring screens. Must be able to use discretion in dealing with facility staff, peers, and vendor's employees and must maintain confidentiality of information and materials.
* Conducts scheduled and ad hoc audits at assigned facilities and completes performance monitoring activities including but not limited to chart reviews, inspection of designated areas review of designated documents, records information accurately and submits completed audit tools and other reports within the time frames established.
