Overview

The purpose and mission of the Metropolitan Emergency Services is responsible for providing answering and dispatching of emergency teams to the metropolitan areas of the City and County of Indianapolis. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

Job Summary

This position is responsible for coordinating efforts with all city and county public safety entities to develop effective public safety technology strategies, transform those strategies into initiatives, develop executable plans, and direct initiatives with the goals of on-time, on-target, and on-budget implementation. Incumbent will manage the day-to-day operations of public safety systems including Computer-Aided Dispatch (CAD), Public Safety Radio, Records Management Systems (RMS), Analytics Systems and access, reporting, integration, and credentialing of platforms and devices.

Incumbent will assist in the development of policies relating to facilities, equipment, and monitoring overall division operations and preparing reports for public safety personnel, government personnel, and the media. Incumbent in this position has supervisory and budgetary leeway in emergency and disaster situations and therefore requires a record of sound judgment. This position works independently with minimal supervision. Incumbent in this position develops consensus and establishes work processes across functional areas.

There will be instances where policies, procedures, rules, and regulations do not exist for situations that may be encountered. Incumbent is this position is on call 24-hours a day. Incumbent acts in the place of the Chief of the Division in the absence of the Chief. Position reports to the Director, PSC.

Position Responsibilities
  • Leads and directs day-to-day operations of 24/7 public safety systems including Computer-Aided Dispatch (CAD), Public Safety Radio, Records Management Systems (RMS), and access, reporting, integration, and credentialing platforms and devices for police, fire, and EMS
  • Responsible for the development and overall directions for direct reports
  • Oversees and leads timely updates of public safety systems including CAD, Radio, RMS, etc. to ensure optimal supportability
  • Responsible for the strategic planning of IT efforts to deliver solution prioritization and aligned grant seeking
  • Sponsors, leads, and directs multiple IT-related projects simultaneously
  • Supervises reporting and analytical functions of public safety systems to provide automated periodic and ad-hoc reporting functionality for reporting requirements of NIBRs, NIFRs, and UCR etc.
  • Supervises access and configuration management functions enabling the right information to get to the right stakeholders on the right platform in the timeframe specified
  • Oversees all emerging technologies and transitioning function to include strategic planning, alignment, solution design, grant seeking, and solution acquisition
  • Responds to emergency incidents as needed following a NIMS-directed approach
  • Must maintain confidentiality at all times

Qualifications Minimum

Job Requirements and Qualifications

Bachelor’s Degree in Public Health, Social Research, Public Policy, Criminal Justice, or a related field. With six (6) years of knowledge in the Marion County’s criminal justice system and knowledge and experience in research and data analysis. Excellent written and verbal communication skills, Interpersonal communications, tact, and diplomatic acumen to effectively represent the City of Indianapolis. Ability to work independently and to foresee, identify, design, and recommend solutions to needs, issues, or problems in the position's areas of responsibility.
